Summary

This position is located in the Executive Office of the President (EOP), Office of Management and Budget (OMB), Office of the Federal Chief Information Officer (OFCIO). We are tasked with stopping foreign intrusions into US agencies, providing expertise in digital identity and artificial intelligence across the government. Duties

As a Supervisory Policy Analyst, GS, 0301, 15, your typical work assignments may include the following:

The incumbent will lead OFCIO's Digital Experience portfolio and team, which includes implementation of OMB's efforts to improve digital experience and service delivery for the public.

1. Provides expert advice and consultation to policy officials regarding the programs under their responsibility. Resolves major policy issues, and renders advice and assistance in the administration of operating guidelines, coordination of the office's efforts with other internal activities, and in communicating policies and priorities. Develops and recommends strategies for the approaches to improvement in the value and effectiveness of management systems, field administration, program operations, mid-range and strategic planning, and program evaluation. Determines the most efficient and cost-effective methods of management and program delivery

services as well as an assessment of performance and results.

2. Regularly update government-wide digital experience policy framework based on leading practices and agency feedback. Coordinates with the Customer Experience team in the OMB Office of Performance and Personnel Management. Updates OMB Circular A-11 annually and Congressional engagements. Develops and implements government-wide policy guidelines for digital experience and service delivery. Performs general policy and organizational analyses. Advises OMB officials on planning the work. Points out issues and problems that require

attention. Develops and analyzes major policy issues, highlighting alternative approaches that might be taken to resolve problems, and makes and defends recommendations.

3. Builds relationships with agencies' senior digital delivery leaders (e.g., Chief Technology Officer, Chief Product Officer, or other senior technology leader) to ensure enterprise-wide coordination of websites and digital services that align with federal policy framework and digital standards. Resolves barriers to effective digital service delivery and help builds capacity at agencies. Facilitates and troubleshoots government-wide initiatives needed for improved digital experience. Helps lead the architecting and development of common or shared solutions and capabilities, where appropriate, to support agencies, including working with GSA, OMB, and other government partners.

4. The incumbent exercises full supervisory responsibility. Plans work to be accomplished by subordinates, set and adjust short-term priorities. Assigns, directs, and evaluates work of subordinate employees and supervisors. Establishes or reviews performance standards, counsel's employees, and evaluates performance of employees/supervisors and reviews appraisals prepared by subordinate supervisors. Manages the distribution of performance awards and salary bonuses for subordinates. Effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases. Determines duties to be assigned, drafts and signs final job descriptions, and/or utilizes standardized job

descriptions. Resolves employee dissatisfactions/grievances. Makes or reviews selections for vacant positions. Identifies developmental and training needs of employees, providing or arranging for needed development and training.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. All qualifications must be met by the closing date of this announcement.

Specialized Experience: You have one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal Service, obtained in either the private or public sector, which includes:

1) Experience using accessibility practices, analytics, web metrics and content design.

2) Delegates work load to be accomplished by other employees.

3) Provide technology policy expertise, guidance and oversight.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
