Summary

The incumbent is a supervisory social worker within the Mental Health Service (MHS) at the John D. Dingell VA Medical Center (JDDVAMC) and its affiliated community-based outpatient clinics (CBOCs). The incumbent is responsible for the supervision, management, and day-to-day operation of the BHIP intake, case management, and peer services that occur at/through the main facility as well as CBOCs.

Duties

Administrative Responsibilities (30-50%)
  • Technically, clinically, and administratively manages the BHIP Intake Social Workers, BHIP Social Work Case Managers, BHIP Care Coordinators, and BHIP Peer Support specialists, and all services provided by these sections, including those services provided at any of the CBOCs. Travel to any of the CBOCs will be required based on administrative or supervisory needs.
  • Develops and implements appropriate clinical programming and policies/processes/procedures in section to ensure the provision of high-quality services to meet the needs of the Veterans being served
  • Plans, develops, and implements short and long-term goals and objectives for the section that are consistent with the service's strategic plan and/or priorities
  • Monitors patient outcomes (both at individual and population/aggregate level) in section/programs using data-driven quality assurance processes and implement strategic for improvement based on data analysis
  • Addresses and completes assigned evaluations, suspense/action items, patient advocate complaints, White House Hotline calls, and responses required by the Medical Center, VISN, and/or VACO in a timely fashion
  • Ensures national, regional, and facility initiatives pertinent to section are fully implemented both within Mental Health and, as appropriate, throughout the facility
  • As a mental health supervisor, provides guidance, consultation, and serves as a resource to reporting staff and other staff as indicated
  • Authorizes leave, develops contingency plans, conducts performance appraisals, completes chart reviews and OPPEs/FPPEs, and manages disciplinary processes when necessary and in compliance with policies and guidance.
  • Represents the Mental Health Service by serving on facility, VISN, and/or National VA committees, task forces, etc. as assigned

Clinical Responsibilities (40-70%)

  • Performs specialized treatment of complex mental illness incorporating complex multiple causation in differential diagnosis and treatment of Veterans including making psychosocial and psychiatric diagnoses within approved clinical privileges
  • Performs routine and in-depth mental health evaluations, including intake assessments
  • Provides clinical care coordination and case management interventions at an advanced level, used in the treatment of Veterans with mood, anxiety, psychotic, trauma, substance, and other mental health, emotional and behavioral disorders
  • Provides patient, family, and caregiver education, both in individual and group formats
  • Provides psychotherapy and other therapeutic interventions utilizing VA based guidance and guidelines
  • Provides a full range of therapeutic interventions for patients, including individual, couples, and group psychotherapy
  • Liaises/advocates on behalf of the BHIP and/or Veteran/caregiver between settings of care, both internal and external to the VA
  • Consults, collaborates, and coordinates with other staff who provide care to Veteran
  • Provides brief mental health and behavioral interventions as appropriate
  • Assesses the need for referral for more intensive and/or specialty mental health services
  • Independently identifies high-risk patients and connects with needed resources and services, as needed
  • Completes comprehensive Veteran-centered, recovery-focused treatment plans and updates as appropriate/required
  • Completes clinical reminders
  • Reviews relevant data, assesses the data, develops, and implement ideas for improvement
  • Serves as social work champion for treatment planning, discharge planning, and psychosocial and psychotherapeutic needs
  • Provides clinical supervision to social work trainees
  • Provides clinical supervision to reporting staff and trainees, as assigned

Education and Research Responsibilities (0-5%)

  • Involvement in training program didactics for trainees of various disciplines and levels, as assigned

Other Significant Responsibilities (0-5%)

  • Serves on Medical Center or Healthcare System, VISN, and/or National VA committees or task forces, as assigned by the Supervisor or the Associate Chief of Staff for Mental Health.
  • Represents social work on decision-making committees at the Medical Center or Healthcare System, as assigned by the Supervisor or the Associate Chief of Staff for Mental Health.
  • Represents the Medical Center or Healthcare System at professional/program community group/events and committees.
  • Serves as a consultant to one or more Vet Center(s), including but not limited to the Vet Centers located in

    Detroit, Pontiac, Dearborn, and Macomb.

Qualifications

Basic Requirements

Citizenship: Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g this part.)

Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. Note: A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to the CSWE website to verify if that social work degree meets the accreditation standards for a master of social work

Licensure: Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.

English Language Proficiency: Social workers must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3j, this part.

Grade Determinations: At the GS-13 grade, Supervisory Social Workers typically supervise professional and non-professional staff. They are responsible for the professional and administrative management of an area in a social work service, in a care/product line, or across multiple sites, (e.g., multi division facilities and CBOCs). Incumbent may also provide direct clinical services.

Experience: Individuals assigned as Supervisory Social Workers must have one year of specialized experience equivalent to the GS12 grade. level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience

Demonstrated Knowledge, Skills, and Abilities:
  • Ability to independently organize work, set priorities, and meet multiple deadlines.
  • Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement.
  • Ability to ensure provision of clinical social work services by supervised social workers.
  • Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion.
  • Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service.
  • Ability to provide staff training and development.

The full performance level of this vacancy is GS-13.The actual grade at which an applicant may be selected for this vacancy is the GS13.

Preferred Experience: Experience and knowledge of BHIP principles. Knowledge of clinic and group practice management principles.

Physical Requirements: The social work duties include sedentary and ambulation (walking) throughout the medical center and in the community according to the demands of daily tasks. Light carrying, less than 15 pounds-may be required as part of duties related to storing or moving files. Working around moving objects or vehicles-required as part of daily ambulating within the medical center around patients who use motorized scooters and wheelchairs. Working along-duties require working along at intervals during the day (i.e., documenting progress notes, completing phone call, etc.). Reaching above shoulder- may be required during daily task to access files located in overhead cabinets. Walking- required approximately 3-4 hours daily associated with walking from assigned office to outpatient clinics and other medical center departments as needed to complete duties of the position. Standing-required approximately 3-4 hours daily associated with walking from assigned office to outpatient clinics and other departments within the medical center as needed to complete duties of the position and filing patient records as needed. It is required that this individual be able to operate a motor vehicle as this position and it is expected that the incumbent visit patients off-site as part of their duties. Work will take place in- and outdoors thus exposing them to the natural elements of the weather.
