WHO ARE WE

The Texas Department of Agriculture's (TDA) Agriculture & Consumer Protection Division administers consumer protection programs which includes overseeing items like grocery store scales, egg quality, nursery products, licensing and training pesticide applicators, worker protection and registering pesticides for sale. TDA's consumer protection efforts promote success, unity and prosperity for the people of Texas.

WHAT YOU'LL DO

The Licensing Specialist will perform highly complex licensing and technical program assistance work for the Licensing Department of the Texas Department of Agriculture (TDA). You will coordinate the receipt and review of TDA structural pest license applications, revisions, renewals and payments for state services. You will be responsible for daily data entry, processing of applications, researching account issues, maintaining organized paper files and answering customer calls. You will work under limited supervision with considerable latitude for the use of initiative and independent judgment.

PRIMARY RESPONSIBILITIES

Review TDA license applications, revisions, renewals, payments, and technical data required for structural pest licenses entered into the appropriate computer applications, databases and systems for accuracy and completeness.

Review records associated with TDA structural pest license applications, fee payments, and violations and complete necessary forms to approve or deny license applications.

Ensure structural pest license application compliance with administrative codes, state statutes, and agency policies and procedures.

Issue structural pest licenses, collect fees and reimburses fees to denied applicants.

Evaluate and track applications and responses to notices of deficiency.

Answer phone calls on the TDA Licensing queue and provide complex administrative and technical assistance related to structural pest license requirements, processes, policies and procedures to internal and external stakeholders. Resolve customer service issues and problems.

May serve as a backup to assist with the review of agriculture (ag) license applications.

Follow all TDA policies and procedures.

Perform other duties as assigned.



Qualifications:

QUALIFICATIONS/REQUIREMENTS FOR THE POSITION

High School Diploma.

Two (2) years' work experience processing applications, account renewals and/or payments for services.

PREFERRED QUALIFICATIONS

Work experience performing data entry and data processing in an Oracle Database that is web application based.

KNOWLEDGE, SKILLS & ABILITIES

Knowledge of office practices; of administrative and technical procedures; and of applicable policies, administrative codes and statutes related to the assigned program areas.

Skill in the use of standard office equipment, computers, and computer software; and skill in providing excellent customer service for both internal and external customers

Ability to respond to public inquiries in a timely manner; to implement administrative and technical procedures; to interpret applicable laws, rules, regulations, policies, and procedures; to communicate effectively both orally and in writing; to exercise sound judgment and discretion; and to maintain the highest level of confidentiality.

PHYSICAL REQUIREMENTS & WORKING CONDITIONS

Normal office work environment and may have exposure to dust and environmental allergens consistent with normal business activities and human contact. Mostly sedentary in nature but may involve walking; standing; pulling and pushing; kneeling, stooping and bending; performing tasks requiring fine motor skills and coordination; and safely lifting and carrying items weighing up to 30 pounds. Must be able work extended periods at a computer, and may require working extended hours and some evenings and weekends, as needed. May involve exposure to fuel fumes and exposure to dust, extreme temperatures and hazardous conditions during inspections. May involve travel (5%), occasionally overnight.

TELEWORK & WORK HOURS

TDA has a telework policy that will allow eligible positions to telework up to two (2) days per week after completing six (6) months of employment with the agency. The employee must meet eligibility criteria set forth in the Telework Policy.
