WHO ARE WE

The Human Resources Department supports all staff and programs within each division at the Texas Department of Agriculture (TDA). WHAT YOU'LL DO

The IT Business Analyst will perform complex business analysis to meet the agency's business needs. You will serve as a liaison between program areas, stakeholders, subject matter experts, and the IT department to identify business requirements of the business units and coordinate the implementation of new or improved technologies to enhance business operations. You will work under general supervision with moderate latitude for the use of initiative and independent judgment.

PRIMARY RESPONSIBILITIES

Gather, analyze, and document user requirements, business processes, and problems to automate or improve existing systems; elicit and document business needs for new systems.

Analyze program policies and procedures to determine their effect on automated systems and system functional areas.

Identify opportunities for improving business processes through automation and assist in the preparation of proposals to develop new systems.

Assist with reviewing and preparing complex project management deliverables such as project charters, project plans, test plans, and risk management plans.

Consult on the analysis of an application, troubleshoots system problems, and recommend solutions.

Provide quality assurance consultation to projects, assignments, or special initiatives.

Develop and review test cases; process change requests; and manage a project's scope, acceptance, installation, and deployment.

Maintain assigned business relationships with vendors, seek best value for new and renewing technologies, and review and approve monthly and annual invoices.

Follow all TDA policies and procedures.

Perform other duties as assigned.



Qualifications:

QUALIFICATIONS/REQUIREMENTS FOR THE POSITION

Bachelor's degree (one year of experience related to the primary duties may substitute for one year of college).

Two (2) years of experience as a business analyst, systems analyst, project management, or a similar role.

Experience with Agile & DevOps software development methodologies.

Bachelor's degree in business administration, computer science, management information systems or related field may substitute for one (1) year of required experience.

Bachelor's degree and a professional certification in project management, Agile, Scrum, DevOps, business analysis or related may substitute for (1) year of the required experience.

Master's degree in business administration, computer science, management information systems or related field may substitute for required experience.

PREFERRED QUALIFICATIONS

Bachelor's degree in business administration, computer science, management information systems or related field.

Experience with Azure DevOps Git repos, work items, and pipelines.

Experience with data engineering, analytics, and reporting.

KNOWLEDGE, SKILLS & ABILITIES

Knowledge of project management tools and methods; software development life cycle and systems development life cycle concepts; business and management principles involved in strategic planning, resource allocation, leadership techniques, production methods, and coordination of people and resources; and project management principles and practices.

Skill in business analysis methodologies; analyzing and evaluating complex information technology applications, policies, and issues; and developing creative and workable solutions to complex problems and issues.

Ability to analyze and interpret technical information including regulations, policies, and automation system documentation/specifications; communicate in writing; to translate user/business needs into a technical style; communicate technical instructions to system users; to analyze, evaluate, and integrate business rules into system requirements; exercise sound judgment in making critical decisions; and communicate effectively.

PHYSICAL REQUIREMENTS & WORKING CONDITIONS

Normal office work environment and may have exposure to dust and environmental allergens consistent with normal business activities and human contact. Mostly sedentary in nature but may involve walking; standing; pulling and pushing; kneeling, stooping and bending; performing tasks requiring fine motor skills and coordination; and safely lifting and carrying items weighing up to 30 pounds. Must be able to work extended periods at a computer and may require working extended hours and some evenings and weekends, as needed. May involve travel, occasionally overnight (up to 5%).

TELEWORK & WORK HOURS

TDA has a telework policy that will allow eligible positions to telework up to two (2) days per week after completing six (6) months of employment with the agency. The employee must meet eligibility criteria set forth in the Telework Policy.
