Engineer III (Engineer)

This position performs highly complex (senior-level) engineering work in the Engineering Services Program, part of the Inspections Office in the Property and Casualty Division. Work involves reviewing and analyzing structural plans and calculations relating to construction designs and methods for structures built along the Texas Gulf Coast for the purpose of windstorm and hail coverage through the Texas Windstorm Insurance Association and performing oversight inspections of appointed Texas licensed engineers performing windstorm inspections along the Texas Gulf Coast.

This position:

• Works with TDI engineers to perform oversight inspections of appointed Texas licensed professional engineers performing windstorm inspections along the Texas Gulf Coast.

• Conducts technical review of structural plans and calculations of residential and commercial structures built along the Texas Gulf Coast; performs wind load and structural computations.

• Assists in the development and implementation of educational programs regarding the windstorm inspections program, engineering services, new design concepts, solutions to problems, and changes in policies and laws.

• Evaluates rational analysis and test reports on building products to determine their ability to withstand the wind load requirements outlined in the building code specifications; develops reports.

• May design, install, maintain, and provide advice on computer systems and equipment; and may evaluate, design, and program computer hardware and software for engineering design applications.

• Performs other duties as assigned.



Qualifications:

This position requires:

• Graduation from an accredited four-year college or university with a degree in engineering.

• Three years engineering experience in a field relative to assignment.

• A Texas Professional Engineer license: or actively pursuing the Professional Engineer designation and pass the Fundamentals of Engineering Exam or Principles and Practice of Engineering Exam within two years of employment.

Education and experience relevant to position requirements may be substituted for one another on a year-for-year basis.

Additional job details:

This position requires regular work attendance. The position may be eligible for a hybrid work schedule. If eligible, the employee must have a secure, dedicated workspace with reliable broadband internet service. Preferences for this position include:

• Four years engineering experience in a field relative to assignment.

• Experience with the design of wood frames and masonry structures in high wind areas.

• Building inspections and construction practices in high wind areas.

• Professional designation in relevant technical areas.

This position requires demonstrated knowledge of:

• State laws, rules, procedures, and regulations relevant to job requirements.

• Engineering principles, techniques, and procedures.

• The design of structures.

• Wood frame and masonry construction.

• Current construction practices and building codes.

• ASCE-7 and application of wind loads.

• International residential code and the international building code, specifically regarding wind resistant construction.

This position requires demonstrated skill in:

• Problem solving and critical thinking.

• Using Microsoft Office software applications, including Word, Excel, Outlook, and SharePoint.

• Using personal computers sufficient to enter and extract data from related systems and programs such as Centralized Accounting Payroll and Personnel (CAPPS) and other systems required to perform the job.

• Computer-aided design techniques and AutoCAD engineering software.

This position requires the demonstrated ability to:

• Communicate and work effectively with a wide range of people with varied skills, knowledge, and backgrounds.

• Maintain the confidentiality of sensitive information.

• Analyze and solve work-related problems and work independently on a variety of administrative work and technical assignments.

• Manage and coordinate multiple tasks and priorities to meet necessary deadlines.

• Work both independently and as a team player.

• Design and evaluate engineering projects.

• Perform structural computations, particularly relating to wood and masonry design.

• Meet and discuss building codes with windstorm inspectors, contractors, engineers, insurance agents, architects, manufacturers, elected officials and their staff, and consumers.

• Interpret federal and state laws and regulations and understand the impact on engineering and property and casualty insurance.
