Project Manager III (Project Manager III)

Performs complex (journey-level) project management work. Work involves coordinating the planning and initiation of diverse projects at various levels of completion; monitoring the progress and schedule of projects; and communicating with project stakeholders, management, and other relevant parties. May direct, assign, and evaluate the work of project staff. Must coordinate the work of responsible parties. Job responsibilities include planning, scheduling, leading, attending, and documenting meetings, and work sessions. Must be involved in implementation planning and should be available during go lives that can be scheduled outside business hours. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.

This position:

• Ensures compliance with TDI approved operating procedures. Follows DIR and PMI recommended framework for project management practices. Responsible for project tasks coordination and completion.

• Understands business and technical objectives of a project and works closely with the technical lead, project sponsor, project team and business representatives to initiate projects. Works closely with the project team to identify tasks and deliverables.

• Creates and maintains project documentation, such as charter, requirements document, use cases, business case and project workbook etc. Tracks project schedule, progress, and budget via appropriate metrics. Monitor project related tasks and resources.

• Manages and communicates project scope, deadlines, team responsibilities. Documents risk and develops mitigation plans. Maintains project tasks, issue logs, task estimates, and status and provide timely updates to team members and customers.

• Reviews and refines project related documentation to reflect requirements, design, testing, deployment, source management, issues reported by the business area. Receives timely approvals and plan implementation tasks for deployment into production.

• Represents information technology office on cross-functional teams; and communicates regular updates to leadership and project sponsors.

• Performs other duties as assigned.



Qualifications:

This position requires:

• Graduation from an accredited four-year college or university with a degree in a field relevant to the assignment is generally preferred.

• Two years' experience in project management in relevant areas of project assignment and tracking project schedules.

• Minimum of two years' experience/knowledge of business concepts, practices and procedures related to state government.

Note: Education and experience relevant to position requirements may be substituted for one another on a year-for-year basis.

Additional job details:

This position requires regular work attendance. The position may be eligible for a hybrid work schedule. If eligible, the employee must have a secure, dedicated workspace with reliable broadband internet service. The ideal candidate must be available for weekly meetings and group collaboration via Microsoft Teams and other applications during regular business hours.

Preferences for this position include:

• Professional certification in project management/ scrum management Certification in Scrum Management.

• Experience/knowledge of business concepts, practices and procedures related to state government or insurance regulation are preferred.

• Experience in managing QAT projects and reviewing SOW / RFP and other solicitation documents for state agencies.

• A professional certification in project management and or scrum master is desirable.

This position requires demonstrated knowledge of:

• State laws, rules, procedures, and regulations relevant to job requirements.

• Knowledge of project management framework such as those published by Project Management Institute (PMI) or Texas Department of Information Resources (DIR).

• Principles and practices of public administration, management, and organizational behavior.

• Management control and internal reporting techniques.

• Information technology equipment, computer hardware and software and telecommunications environments.

• Change management and incident management processes.

• Project management methodology and tools.

• This position requires demonstrated skill in:

• Developing goals and objectives.

• Problem solving and critical thinking.

• Using Microsoft Office software applications, including Word, Excel, Outlook, and SharePoint.

• Using personal computers sufficient to enter and extract data from related systems and programs, such as Centralized Accounting Payroll and Personnel (CAPPS) and other systems required to perform the job.

• Management of medium to large scale IT projects, enterprise-level projects, including procurement and vendor-related matters, cross-project resource management.

• Coordinating project activities with other state agencies, governmental jurisdictions, or private sector partners and contractors.

• Providing excellent and courteous customer service both internally and externally.

• Identifying potential project risks and difficulties and designing strategies to mitigate or avoid them.

• Compiling and distributing project information, status reports, and project budget expenditures.

• Interpreting and communicating effectively on complex technical concepts, both verbally and in writing.

This position requires the demonstrated ability to:

• Communicate and work effectively with a wide range of people with varied skills, knowledge, and backgrounds.

• Maintain the confidentiality of sensitive information.

• Analyze and solve work-related problems and work independently on a variety of administrative work and technical assignments.
