Program Specialist I (Data Specialist)

The Data Specialist is responsible for the administration of human resources and ensuring compliance with federal and state laws. Work involves processing and entering information into internal Human Resources Information Systems and the Centralized Accounting Payroll Personnel System (CAPPS) and other internal databases. Works under close supervision, with minimal latitude for the use of initiative and independent judgment.

This position:

• Processes personnel actions and personnel requisitions

• Enters data into the HR/Payroll system within established deadlines to ensure conformity with the agency, state, and federal regulations.

• Researches, processes, and replies timely to current and prior state employment inquiries.

• Reconciles discrepancies between various databases CAPPS HR/Payroll system, Uniform Statewide Payroll System (USPS), personnel files, and communicates with other staff to resolve discrepancies.

• Assists with human resources automated filing systems (SharePoint) in accordance with internal procedures and the Texas State Records Retention Schedule.

• Responds to routine questions from employees on human resources policies and procedures.

• Back up with posting job vacancies on internal or external websites.

• Back up with sending certified/regular mail requests.

• Back up with phone coverage.

• Back up as the additional duty safety officer.

• Back up to the HR Benefits Coordinator.

• Performs other duties as assigned.



Qualifications:

This position requires:

• Graduation from an accredited four-year college or university with a degree in business, public administration, human resource management, management or in a field relative to the assignment.

• One year of experience including working with various databases, processing, and entering actions, and customer service.

Additional job details:

This position requires regular work attendance. The position may be eligible for a hybrid work schedule. If eligible, the employee must have a secure, dedicated workspace with reliable broadband internet service. The ideal candidate must be available for weekly meetings and group collaboration via Microsoft Teams and other applications during regular business hours.

A skills test will be administered for those candidates selected for an interview.

Preferences for this position include:

• Experience with CAPPS HR/Payroll, Oracle and/or Peoplesoft.

• Experience in entering personnel actions in the CAPPS system.

• Experience processing reports through CAPPS Query Manager.

• Proficiency in working with excel and tableau.

• Experience with processing employment verifications.

This position requires demonstrated knowledge of:

• Human Resources Information Systems (HRIS) such as USPS, CAPPS, PeopleSoft, or Oracle.

• Human resource programs such as employment, compensation, and classification.

• Basic office practices.

• Public administration and management techniques.

• Business terminology, spelling, punctuation, grammar, typing formats, and word processing techniques and procedures.

• Use of personal computers and related software such as Microsoft Office suite.

This position requires demonstrated skill in:

• Data analysis, problem solving, and implementing effective solutions.

• Effectively communicating both verbally and in writing.

• The application of human resource state and federal laws.

• The use of computer software to enter and extract data from related systems and programs including Microsoft office suite, HRIS databases and tracking systems.

This position requires the demonstrated ability to:

• Manage competing priorities while utilizing available resources for maximum output.

• Analyze and interpret policies and procedures.

• Apply critical thinking in the daily administration of duties.

• Maintain the confidentiality of information.

• Effectively communicate complex information with all levels of employees and the public.

• Establish and maintain effective working relationships with manager, team members, and agency employees.
