Job Duties
The Department of Behavioral Health and Developmental Services (DBHDS) is seeking a tech savvy individual to join the Enterprise Project Management Office's Intake Services team to serve as a Technical Business Analyst. This position will document the business case of proposed projects, and partner with the DBHDS Deputy CIO of Enterprise Architect to evaluate proposed projects and ensure alignment with the agency's enterprise architecture strategy and technology roadmap. This position will also perform project management of smaller requests, with already established funding, to be fast tracked through the existing Enterprise Investment Board workflow.
Additional responsibilities include:
• Working with users, business units, internal and external stakeholders, to research and identify current and target states, policies, and operations of the organization to identify requirements, and solution expectations.
• Organizing, planning, and managing information technology related projects that are low risk/complexity.
• Utilizing MS Project to manage project schedule(s) and MS Project Web App to document project status, risks, and issues.
• Collaborating and building relationships across the agency, partner organizations, vendors, and project stakeholders.
• Supporting the DBHDS Strategic Plan.
Minimum Qualifications
• Knowledge of business ecosystems, software as a service (SaaS), infrastructure as a service (IaaS), platform as a service (PaaS), service-oriented architecture (SOA), APIs, open data, microservices, event-driven IT and predictive analytics.
• Knowledge of all components of enterprise architecture, business and IT principles, and processes.
• Familiarity with basic graphical modeling approaches, tools, and model repositories.
• Organizationally savvy, with situational and contextual intelligence of the political climate of the enterprise and how to navigate obstacles and politics.
• Balances the long-term ("big picture") and short-term implications of individual decisions and organization goals.
• Rapidly comprehends the functions and capabilities of new technologies.
• Understands cloud implementations/integrations and can drive appropriate adoption strategies.
• Vendor and technology-neutral; focused on achieving targeted business outcomes.
• Demonstrated experience in organizing, planning, and managing information technology related projects.
• Strong leadership skills with exceptional soft and interpersonal skills, including teamwork, facilitation, and negotiation.
• Strong consulting skills such as targeted communications, engagement management, stakeholder management and business development.
• Excellent analytical, planning, and organizational skills.
• Ability to operate effectively in a changing environment with multiple priorities.
Additional Considerations
• PMP certification or Business Analysis certification
• Experience in strategic and operations planning.
• Experience in the following disciplines: business, information, solution, data, security, network or technical architecture, application development, middleware, information analysis, database management, or operations in a multitier environment.
• Proficient in MS Office applications, including Visio.
• Proficient in project and portfolio management tools.
• Understanding of and experience with Commonwealth of Virginia project management standards.
• Experience as a business systems analyst in healthcare environment.
