About the Job

This position reports to the Senior Director of HR and is responsible for developing and executing talent development and performance management initiatives that align with the strategic goals and needs of the organization and its workforce. This position assesses corporate-wide developmental needs to drive training initiatives and identifies, provides, and arranges suitable training solutions for employees. This position actively searches for, creatively designs, and implements effective methods to educate, enhance and recognize performance.

About the Corporation

The Texas Permanent School Fund (PSF) was created by Texas' first Constitution in 1845 as a perpetual fund to support the state's public schools and was seeded with $2 million in 1854. Since that time, the PSF has grown to comprise over $56 billion in assets and will distribute nearly $2.2 billion annually to Texas K-12 schools.

Key Responsibilities Include the Following

• Oversees the development and implementation of comprehensive leadership, management, and employee skills development programs. Programs include varied methodologies such as training courses, workshops, learning interventions, on-the-job training/job rotations, career planning, performance evaluations, succession planning, and other methods as appropriate.

• Conducts needs assessments and gap analyses to ensure training and development programs meet corporate strategic plan goals, departmental needs and/or employee needs.

• Designs and develops engaging and effective training materials, courses, workshops, and other learning interventions.

• Conducts evaluations of all completed training and development initiatives to evaluate and measure results.

• Oversees and monitors the performance evaluation program.

• Researches and stays updated on the latest trends in HR development and adult learning.

• Utilizes tools and systems to identify "ready to promote talent" and "at-risk talent."



Qualifications:

Qualifications

• Graduation from an accredited four-year college or university with a bachelor's degree in human resources, business administration, education, communication, or a related field.

• Five (5) years of experience with professional development, training, and strategic planning.

• Commensurate combination of education and experience can be substituted.

Knowledge/Skills/Abilities

• Strong knowledge in business and management principles, strategic planning, personnel management, and leadership techniques.

• Strong knowledge of adult learning principles and training methodologies.

• Ability to establish program goals and develop policies and procedures that support the strategic plan.

• Proficiency in conducting needs assessments and identifying training gaps.

• Ability to evaluate and research training options and alternatives.

• Ability to design and implement effective training and development.

• Adept with a variety of multimedia training platforms and methods.

• Strong presentation skills.

• Strong communication and interpersonal skills to effectively interact with employees at all levels of the organization.
