Job Duties

Virginia Department of Transportation (VDOT) Hampton Roads District has an exciting opportunity for a Traffic Signal Tech Sr To perform diagnosis, repair, fabrication, installation and maintenance and preventive maintenance of a variety of specialized electronic, electrical, traffic control equipment in the traffic management systems (TMS) for assigned areas. Perform emergency repairs to provide total maintenance of the facility's structural, operational, and equipment replacement needs 7 days per week, 24 hours per day, ensuring the safety of both internal and external customers. Ensuring compliance with all established safety standards, VDOT policies and procedures, and electronic and ITS equipment operational standards. Use available resources to resolve assigned work details; ensure equipment is returned to proper operational status within pre-determined time frame.

Core responsibilities:
Maintain spare units and replacement parts to ensure problems and repairs are done during first response. Return defective or non-working equipment to shop within 24 hrs., create a repair ticket and attach to unit for identification. Assist shop staff in bench repairs and gathering information needed to purchase needed parts or spare equipment. Maintain assigned equipment such as vehicle, tools, test equipment ensuring no loss or damage due to negligence or misuse.

Perform work order requests as required based on the priority statuses. Develop and update instruction manuals and provide staff training as needed. Develop schedule and perform system software database backups of all facility systems to support timely recovery resulting from system failures and disaster incidents.

Respond to complaints and reported malfunctions of traffic signal and troubleshoot a wide variety of sophisticated electronic traffic control devices and equipment through the use of frequency meters, volt meters, ohm meters, and soldering tools. Install signal controllers using laptop computer to program timings into controller. Troubleshoot using complex wiring schemes and various hand tools and metering devices to make repairs. Use system to check timings and monitor signal systems. Identify intersections for timing and detector problems. Respond to 511 related activities as they are of an urgent, emergency nature requiring immediate response. Monitor and implement changes in traffic signal timings for system and isolated signal operations. Use laptop computer to program controllers and conflict. Monitor system problems and communicate with other system signals.

Monitor maintenance activities in assigned area. Perform responsive maintenance to include testing and troubleshooting at system level, unit level, board level and component level.

Perform time and data entry into financial tracking system as well as into the maintenance database to account for daily repair and productive time. Maintain documentation for equipment testing, troubleshooting and repair. Provide checklists or reports as required.

Maintain a large number of traffic signals through ordinary maintenance, maintenance replacement and preventive maintenance programs. Conduct regularly scheduled checks of major signal components through use of a laptop computer communicating to central through a modem in the cabinet.

Monitor and inspect contractor work. Perform visual and electronic testing and final system evaluation after maintenance, upgrades and, or repairs are completed by contractors.

Assist Contract Administrator in tracking inspection and contractor work records. Provide reports to supervisor detailing accomplishments and required activities. Prepare weekly and or daily reports for submittal.

Communicate effectively with the public concerning operations and problems with traffic signals. Communicate with the police department regarding traffic signal work and repairs.

Perform routine operations or equipment verifications. Perform first response work related to testing and diagnostics and providing same day repair (when parts are available). Respond to emergency call-outs during scheduled call-out assignment.

Prepare routine and technical reports, logs and documentation. Instruct and train staff on the proper use and operation of technical equipment and safety. Report deficiencies noted to supervisor. Respond during off-duty hours for emergencies, equipment failures, backup support, inclement weather, etc.

Required skills:

• Knowledge of traffic signal maintenance and operations.

• Knowledge of applicable federal, state, department rules, regulations, policies, procedures, and standards related to electronic and ITS equipment.

• Considerable knowledge and experience in the electronics field including troubleshooting, circuit analysis, and repair of electrical and electronic equipment.
  
• Ability to physically perform hands-on signals and related structures and components and use all required equipment therein.
  
• Ability to perform troubleshooting at four levels - system, unit, board, and component levels.
  
• Ability to coordinate and prioritize multiple assignments and competing priorities.
  
• Skill in the use of computers and web-based applications.
  
• Ability to keep detailed and accurate records.
  
• Ability to use electronic diagnostic tools and equipment, as well as hand and power tools.
  
• Ability to use a variety of hand tools and testing equipment to perform maintenance on traffic signals.
  
• Ability to develop and maintain Excel and data access spreadsheets and programs.
  
• Ability to coordinate and work with others.
  
• Ability to establish and maintain effective working relationships.
  
• Working knowledge of installation, maintenance and repair of traffic signal and detection equip, CCTV, RFID, microprocessors, servers, video cameras and imaging equip, and intercom sys.
  
• Ability to design, modify and fabricate electronic equipment, and read and interpret electronic schematics and manuals.
  
• Skill in equipment repair, fabrication and operation of electronic test equipment.
  
• Ability to communicate effectively orally and in writing with internal and external customers.
  
• Knowledge of a variety of traffic control devices, signal equipment and their operation.
  
  

Minimum Qualifications

• Knowledge of traffic signal maintenance and operations.
  
• Ability to plan, coordinate, and prioritize multiple competing assignments; keep detailed and accurate records.
  
• Valid driver's license.
  
• Knowledge of management systems to include timing plans, graphic design and computer use.
  
• Ability to serve in an on-call capacity and respond to emergency situations within a specified period.
  
• Ability to use a variety of hand tools and testing equipment to perform maintenance on traffic signals.
  
• Ability to physically perform hands-on inspections of signals, components, use required equipment, work at heights, in confined spaces, in proximity of moving traffic and in inclement weather.
  
• Knowledge of a variety of traffic control devices, signal equipment and their operation.
  
• Ability to effectively communicate technical information orally and in writing and to establish and maintain effective working relationships.
  
• Skill in providing and promoting good customer service to internal and external customers.

Additional Considerations

• Knowledge of applicable federal, state and VDOT rules, regulations, policies, procedures and standards.
  
• A combination of training, experience, or education in Electronics, or related field desired.
  
• Electrical or signal experience.
  
• Commercial Driver's License
  
• IMSA Traffic Signal Level I technician certification.
