TxDOT's San Angelo District is looking for a Transportation Engineer I - V (Design Project Manager) in the Transportation Planning & Development (TP&D) Office in San Angelo. This position will primarily be a project manager overseeing in-house and consultant Plans, Specifications, and Estimate development for highway construction projects in the San Angelo District. The San Angelo District has a robust project portfolio of construction projects to develop, from preventative maintenance and rehabilitation, through bridge replacements and Super 2 passing lanes, all the way to four lane divided and freeway conversions. Position Description

Transportation Engineer I: Performs transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and/or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level follow standard practices that do not require frequent supervision of details.

Transportation Engineer II: Performs complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and/or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level perform work independently on assignments; however all unusual issues are referred to the supervisor.

Transportation Engineer III: Performs advanced and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and/or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

Transportation Engineer IV and V: Performs highly advanced and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and/or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties:

Transportation Engineer I:

  • Coordinates and/or monitors assigned projects/programs/plans.
  • Monitors consultant design contracts.
  • Monitors consultants' progress and work quality; checks invoices and associated documents; prepares supplemental agreements.
  • Performs engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts.
  • Performs planning work such as plan review, calculations and assisting in transportation planning studies.
  • Performs other job responsibilities as assigned.


Transportation Engineer II includes essential duties listed above and:

  • Performs complex engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts
  • Trains engineering staff


Transportation Engineer III includes all essential duties listed above and:

  • Performs advanced and complex engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts
  • Performs advanced and complex planning work such as plan review, calculations and transportation planning studies.
  • May serve as a lead worker and the related tasks.


Transportation Engineer IV includes all essential duties listed above and:

  • Analyzes schedule trends, determines risks and recommends options to management for corrective action for highly complex projects.
  • Chairs or serves as a member of a contract selection team.
  • Monitors contract performance, evaluates contract deliverables, reviews billing documentation, monitors the consultant's compliance with the terms of the contract, and/or prepares and delivers a written evaluation of the consultant's performance.


Transportation Engineer V includes all essential duties listed above and:

  • Assesses and reports actual project progress versus planned progress to determine trends and variances for highly complex projects.
  • Oversees and develops plans for complex project(s) related to their resource assignments, schedules, scope, communication, quality, and/or procurement, while utilizing available resources and maintaining the agency's project objectives.


Minimum Qualifications:

Education: Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS.

Experience:

Transportation Engineer I: 4 years engineering, transportation engineering, or related engineering experience

Transportation Engineer II: 5 years engineering, transportation engineering, or related engineering experience

Transportation Engineer III: 6 years engineering, transportation engineering, or related engineering experience

Transportation Engineer IV: 7 years engineering, transportation engineering, or related engineering experience

Transportation Engineer V: 8 years engineering, transportation engineering, or related engineering experience

Experience can be satisfied by fulltime or prorated parttime equivalent. Related graduate level education may be substituted for experience on a year per year basis . Substitutions for Minimum Qualifications

Licenses and Certifications:

  • Valid driver's license. This position requires driving a state vehicle.
  • Licensed Prof Engineer*


*Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

Transportation Engineer I:

  • Hydrologic and hydraulic engineering principles, practices and methods and the application of engineering theory.
  • Highway construction design applications
  • Applicable plans, specifications and estimates preparation, review and processing and compliance requirements.
  • Applicable engineering workstations and applications to support efficient planning and design activities.
  • Cost estimating and cost controls
  • Planning, coordinating and handling multiple projects within area of responsibility to meet short and long term deadlines.
  • Using computers and applicable programs, applications and systems


Transportation Engineer II competencies include those listed above and:

  • Speaking to present images and ideas in a clear, concise, organized, and interesting manner to optimize audience understanding and keep the group focused


Transportation Engineer III competencies include all those listed above and:

  • Enterprise CPM schedule and resource management practices, procedures, and guidelines


Transportation Engineer IV competencies include all those listed above and:

  • Negotiating settlement of differences without damaging relationships; applying effective questioning and listening techniques to determine other parties' positions in a direct and diplomatic manner
  • Coordinating and directing multiple projects


Transportation Engineer V competencies include all those listed above and:

  • Establishing plans and setting objectives and goals that support overall business strategy/results; anticipating and adjusting for problems/roadblocks


Physical Requirements and Working Conditions:

  • Subject to inside and outside environmental conditions
  • Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
  • Balancing-walking, standing, crouching on various surfaces without falling
  • Walking-moving on foot to accomplish tasks: long distance/from one work site to another
  • Hearing-perceive sound at normal speaking levels; receive information by oral communication
  • Talking-expressing or exchanging ideas by spoken words
  • Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
  • Visual Acuity-operate motor vehicles and/or heavy equipment
