Salary Plan/Grade: B29- $ 97,010 - $164,069

This position requires up to 10% of overnight travel.

Position Description

Supervises personnel engaged in transportation engineering work in one or more functional areas such as planning, design, construction, transportation/traffic operations, maintenance and/or bridge inspection. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials, private entities and/or contractors. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties:

• Oversees Consultant Contract Administration

• Coordinates with area engineers on design and plan preparation.

• Makes Presentations and represents TxDOT.

• Negotiates fees and budgets, develops and negotiates scopes of work, negotiates contract work schedules, and negotiates other contract agreements.

• Oversees career development activities for engineering assistants.

• Represents the Department at meetings, conferences and related activities.

• Schedules, coordinates and prepares documents for various technical meetings and public hearings at local, state, federal and/or international levels and/or conducts meetings.

• Serves as a project manager overseeing consultants performing advanced and complex engineering work.

• Trains engineering staff.

• Performs other job responsibilities as assigned

Minimum Qualifications:

Education: Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS.

Experience:

  • 4 years experience in transportation engineering. (Experience can be satisfied by fulltime or prorated part-time equivalent). Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications
  • Must have one (1) year supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience.


Licenses and Certifications:

  • Valid driver's license. This position requires driving a state vehicle.
  • Licensed Prof Engineer*
  • If performing underwater bridge inspections: Must have Open Water Diver certification.
  • For Bridge Inspection: Must have completed a comprehensive training course based on the Bridge Inspector's Training Manual or NICET Level III or IV certification in Bridge Safety Inspection within (1) year of date of hire.


*Professional engineers licensed in another state in the United States , but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

Physical Requirements and Working Conditions:

-Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools

-Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading

-Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
