Position Description

Supervises personnel engaged in transportation engineering work in one or more functional areas such as planning, design, construction, transportation/traffic operations, maintenance and/or bridge inspection. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials, private entities and/or contractors. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties:

  • Analyzes and recommends approval for modifications to highway contracts
  • Assists area engineers with construction contract administration matters
  • Assists in the development, preparation and letting of maintenance contracts for the district
  • Conducts final inspections on completed construction projects
  • Coordinates with area engineers on design and plan preparation
  • Develops and monitors budget
  • Interprets laws, rules, and regulations pertaining to professional services contracting to ensure compliance with Department and governmental regulations
  • Oversees contracts, issues work orders and monitors construction schedules and contractor payments and job progress on construction projects
  • Oversees data collection, analyses, forecasts and plan development
  • Oversees final acceptance of federally exempt construction projects
  • Represents the Department at meetings, conferences, and related activities.
  • Provides technical assistance and training to prospective applicants applying for Department jobs.
  • Verifies project eligibility and assists with ranking projects and funding.
  • Performs other job responsibilities as assigned,


Minimum Qualifications:

Education: Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS.

Experience:

  • 4 years experience in transportation engineering. (Experience can be satisfied by fulltime or prorated parttime equivalent). Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications
  • Must have one (1) year supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience.


Licenses and Certifications:

  • Valid driver's license. This position requires driving a state vehicle.
  • Licensed Prof Engineer*


*Professional engineers licensed in another state in the United States , but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

Extensive Knowledge of:

  • Applicable governmental laws, rules, and regulations specific to area of responsibility for safeguarding information and information technology related systems
  • Transportation design engineering principles, practices and methods and the application of engineering theory
  • Hydrologic, hydraulic and geotechnical design activities and principles
  • Highway construction design applications
  • Applicable plans, specifications and estimates preparation, review, processing and compliance requirements
  • Construction engineering principles, practices, and methods associated environmental laws and regulations
  • Pavement maintenance
  • Applicable engineering workstations and applications to support efficient planning and design activities
  • Design and plan preparation methods and requirements
  • Materials used in highway/bridge construction and maintenance
  • Roadway maintenance concepts, methods, and procedures
  • Applying engineering principles, practices and methods in job responsibilities
  • exercises logic and reasoning to define problems, establish facts and draw valid conclusions; makes decisions that support business objectives and goals


Physical Requirements and Working Conditions:

  • Medium work: Lift up to 50 lbs at a time and frequently lift or carry objects up to 25lbs
  • Crouching-bending body downward and forward by bending legs and spine
  • Reaching- extending hands and arms in any direction
  • Repetitive motion- substantial movements of the wrists, hands or fingers
  • Close visual acuity- work includes data/figures; view a computer screen; extensive reading
