TxDOT's Houston District is looking for an Engineer to supervise the Permits Office located at our Houston District Headquarters. As the Permit Office's Transportation Engineer Supervisor, you will ensure compliance with applicable federal and state laws, policies, procedures, standards, and guidelines. Work requires coordination with governmental officials, utility companies, and many private partners. You will review various types of contracts in addition to driveway, utility, and oversize/overweight permits. Position Description

Supervises personnel engaged in transportation engineering work in one or more functional areas such as planning, design, construction, transportation/traffic operations, maintenance and bridge inspection. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials, private entities and contractors. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties:

  • Assists in providing recommendations to the Motor Carrier Division for routing of overload vehicles.
  • Coordinates with utility companies, attorneys and governmental representatives to accurately depict the highway project's impact on adjacent properties.
  • Establishes, modifies or interprets applicable standards, rules, methods, procedures, practices and policies.
  • Interprets the Utility Accommodation Policy, reviews utility billing documents
  • Makes presentations and represents TxDOT.
  • Prepares correspondence and reports.
  • Represents the Department at meetings, conferences and related activities.
  • Responsible for utility and driveway permits
  • Reviews contracts and related documents for execution
  • Serves as liaison with local officials and the public concerning proposed project development and planning.
  • Supervises professional and administrative staff.
  • Performs other job responsibilities as assigned


Minimum Qualifications:

Education: Bachelor's degree in engineering or related science bachelor's or higher degree accepted by TX PELS.

Experience:

    • 4 years experience in transportation engineering. (Experience can be satisfied by fulltime or prorated parttime equivalent). Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications
    • Must have one (1) year supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience.


Licenses and Certifications:

  • Valid driver's license. This position requires driving a state vehicle.
  • Licensed Prof Engineer *


*Professional engineers licensed in another state in the United States , but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

    • Speaking to present images and ideas in a clear, concise, organized, and interesting manner to optimize audience understanding and keep the group focused
    • Scheduling work assignments
    • Public relations for maintaining effective working relationships with individuals and groups, both internal and external
    • Prioritizing and organizing work assignments
  • Exercises logic and reasoning to define problems, establish facts and draw valid conclusions; makes decisions that support business objectives and goals


Physical Requirements and Working Conditions:

  • Sedentary work: Lift up to 10 lbs. at a time and occasionally carry files/small tools
  • Light work: Lift up to 20 lbs. at a time and frequently lift or carry objects up to 10 lbs.
  • Sitting - prolonged periods of time
  • Standing - prolonged periods of time
  • Hearing - perceive sound at normal speaking levels; receive information by oral communication
  • Repetitive Motion - substantial movements of the wrists, hands, and/or fingers
  • Close Visual Acuity - work includes data/figures; view a computer screen; extensive reading
