Position Information

Do you want to work in the exciting field of roadway schematic design? Do you want to work with and LEAD a group of professionals that guide roadway schematic design for roads and highways in the greater Houston area? The Advanced Project Development (APD) section at TxDOT's Houston District is seeking two Transportation Engineer Team Leads for the HOU District office. As an APD Transportation Engineer Team Lead you would lead a group of transportation engineers, engineers in training, and transportation specialists in developing schematics for proposed projects throughout the six-county region, including interstates, state highways and farm-to-market roads, manage consultants developing schematics, monitor contract work authorizations, and conduct feasibility studies. You would coordinate with multiple subject matter experts, consultants, and offices within and outside of TxDOT. You would also participate in public involvement events and coordinate with community organizations and elected officials. The person selected for this role must have excellent communication skills, organization skills, and engineering knowledge and experience, preferably in the schematic field. Position Description

Transportation Engineer IV

Performs highly advanced and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Transportation Engineer V

Performs highly advanced and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations, maintenance and research. Essential Duties:

Transportation Engineer IV

  • Analyzes schedule trends, determines risks and recommends options to management for corrective action for highly complex projects.
  • Assists Project Managers to establish realistic and achievable schedule baselines for highly complex projects.
  • Chairs or serves as a member of a contract selection team.
  • Coordinates and monitors consultant contracts related projects.
  • Monitors contract performance, evaluates contract deliverables, reviews billing documentation, monitors the consultant's compliance with the terms of the contract and prepares and delivers a written evaluation of the consultant's performance.
  • Serves as a project manager overseeing consultants performing advanced and complex engineering work.
  • Coordinates and monitors assigned projects/programs/plans.
  • Leads/Trains professional and administrative staff.
  • Makes presentations and represents TxDOT.
  • Performs other job responsibilities as assigned.


Transportation Engineer V

Includes all essential duties listed for Transportation Engineer IV as well as:

  • Oversees and develops plans for complex project(s) related to their resource assignments, schedules, scope, communication, quality, and procurement, while utilizing available resources and maintaining the agency's project objectives.
  • Develops short-term and long-term goals and coordinates planning activities and resources required to meet goals.
  • Represents the district/division at technical meetings and public hearings at local, state, federal and international levels.
  • Trains engineering staff.
  • Performs other job responsibilities as assigned.


Minimum Qualifications:

Transportation Engineer IV

Education: Bachelor's degree in engineering or related science bachelor's or higher degree accepted by TX PELS.

Experience: 7 years engineering, transportation engineering, or related engineering experience (Experience can be satisfied by fulltime or prorated part-time equivalent). Related graduate level education may be substituted for experience on a year per year basis . Substitutions for Minimum Qualifications

Licenses and Certifications:

  • Valid driver's license. This position requires driving a state vehicle.
  • Licensed Prof Engineer *


*Professional engineers licensed in another state in the United States , but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

Physical Requirements and Working Conditions:

  • Subject to inside and outside environmental conditions
  • Required to wear protective gear-respirator, hard hat, or other devices
