Primary Responsibilities

Leadership for Program Management/Construction Management at HDR in in New York/New Jersey consists of capturing, overseeing, coordinating, directing and may serve as a Project Manager for the work of a multi-disciplinary team assigned to support the delivery of one or multiple transportation infrastructure program(s) under one contract. Common roles HDR will take on are Technical Advisory or Owner's Engineer that are most often inter-related to programs using alternative and collaborative delivery methods, including design-build (DB), progressive design-build (PDB), and/or construction management at-risk (CMAR).

In this role, the Program Management/Construction Management Lead will develop relationships with clients seeking these services. Consulting services offered by this leader includes providing thought leadership, counseling the client on delivery strategies, program design, and offering recommendations on program governance. An important aspect will be to identify technical leadership within HDR that can assist on projects, including strategic, mega-projects and pursuits. This leader is accountable for meeting business performance metrics, identifying evolving client needs, and pursuing growth opportunities that advance the positioning of HDR as a preferred service provider in the areas of program management.

This leader will report to the Transportation Lead in New York. The role is 25% external client and partner facing, 75% internal service and project delivery.

Specific duties include:

  • Coordinate and manage quality and best practices used across the program management business class.
  • Work with HDR's Transportation Program Management Director and other program management team leaders on positioning and delivery of projects while developing long-term tactical plans to best serve the needs of the Transportation program.
  • Assume leadership responsibilities for managing multidisciplinary infrastructure programs with a high degree of technical complexity and non-technical intricacies
  • Work with Market Sector leadership to keep current with using state of the art tools and methods.
  • Work closely with the Market Sector leadership to achieve yearly booking goals and continue growth of the program management business class.
  • As a program manager for a program management assignment, you will plan, direct and monitor all aspects of program execution. This may involve overseeing a broad range of disciplines including, but not limited to: program management, design compliance oversight, capital planning, change management, commissioning/asset onboarding, communications, construction management, construction quality oversight, cost control/estimating, document management, environmental planning/compliance, engineering, equity, financial support, organizational strengthening, permitting, planning/design management, program governance, procurement, project management, quality management, real estate, regulatory support, risk management, scheduling, strategic planning, sustainability, and resiliency.
  • Anticipate and identify potential issues and risks that may impact program implementation, and assist the client or project team with problem-solving, issues resolution, risk mitigation, and timely decision-making. Provide strategic advice and thought leadership, and deploy the required resources to address various program challenges and unanticipated events
  • Develop and implement program management plans, startup plans, and work plans to drive efficiencies, emphasize accountability, bring business class consistency, and promote transparency
  • Work with regional leadership including operations, department and section leaders to support staffing requirements for project delivery, which may involve worksharing coordination
  • Internal and external client relationship management
  • Pursuit and proposal preparation coordination with technical staff, presentations and negotiations, and principal level program/project management.
  • Be familiar with the various tools used to manage large programs - PMIS, CMIS, scheduling, cost control, document management, risk management, asset management, dashboard analytics, etc.
  • Attend business class technical leadership meetings
  • Willingness to travel and, if needed, commute to a client's site temporarily.
  • This role does not have staff as direct reports, unless there is a specific need

Qualifications

Required Qualifications

  • Bachelor's degree in a Professional, Architecture, Engineering or closely related field
  • 10 years of experience
  • Committed to quality, improvement and HDR values
  • Maintains a professional or engineering registration and has related technical experience experienced in development and management of diverse teams
  • Works cooperatively with other area business class leaders, operations managers, technical directors and marketing managers on business class efforts
  • An attitude and commitment to being an active participant of our employee-owned culture is a must
