We are currently seeking a Transportation Specialist to join our Transportation Planning and Development team based in Beaumont, TX. Annual Salary:

Transportation Specialist I (B19) - $48,244-$76,028

Transportation Specialist II (B20) - $51,158- $81,351

Transportation Specialist III (B21) - $54,278- $87,046

Transportation Specialist IV (B22)- $57,614- $93,138

This position is for one (1) Transportation Specialist I, II, III, or IV. Position Description

Performs advanced and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and/or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

Essential Duties:

Transportation Specialist I :

  • Coordinates design work among TxDOT entities, consultants and contractors.
  • Meets with the public to discuss complaints and coordinates proposals with other governmental officials.
  • Represents the Department at various meetings.
  • Coordinates with roadway design on schematics and reviews in-house and consultant traffic control plans or traffic projects
  • Performs other job responsibilities as assigned.
  • Researches and analyzes incoming correspondence, reports, and other written material
  • Reviews and oversees plan packages submitted by consultants
  • Coordinates with roadway design on schematics and reviews in-house and consultant traffic
  • Evaluates and analyzes design issues.
  • Reviews environmental documents.


Transportation Specialist II (to include duties above) :

  • Serves as program coordinator responsible for coordination of highly advanced engineering/architectural projects from initiation to completion
  • Researches and evaluates data, interprets and analyzes results, prepares reports and recommends solutions to problems
  • Serves as a liaison with city, county and other governmental and private entities concerning transportation project designs


Transportation Specialist III (to include duties above) :

  • Evaluates and analyzes highly complex design issues.
  • Serves as technical member on transportation-related projects.


Transportation Specialist IV (to include duties above) :

  • Develops and monitors budgets.
  • Assists with project assignments and determining work requirements to complete project plans


Minimum Qualifications:

Education: Bachelor's Degree in a related discipline. Relevant experience may be substituted for education on a year per year basis.

Experience:

Transportation Specialist I: 2 years transportation design, construction, traffic operations, maintenance, bridge inspection experience. (Experience can be satisfied by fulltime or prorated part-time equivalent). Related graduate level education may be substituted for experience on a year per year basis.

Transportation Specialist II: 4 years transportation design, construction, traffic operations, maintenance, bridge inspection experience. (Experience can be satisfied by fulltime or prorated part-time equivalent).

Transportation Specialist III: 5 years transportation design, construction, traffic operations, maintenance, bridge inspection experience. (Experience can be satisfied by fulltime or prorated part-time equivalent).

Transportation Specialist IV: 6 years transportation design, construction, traffic operations, maintenance, bridge inspection experience. (Experience can be satisfied by fulltime or prorated part-time equivalent).

Licenses and Certifications:

  • Valid driver's license. This position requires driving a state vehicle.

  • Applicable plans, specifications and estimates preparation, review, processing and compliance requirements
  • Construction engineering policies and procedures
  • Roadway construction, inspection and evaluation methods and procedures
  • Traffic operations engineering principles, practices and methods and the application of engineering theory
  • Applicable inspection methods, procedures and techniques
  • Traffic flow principles and procedures
  • The Texas Manual on Uniform Traffic Control Devices
  • Roadway maintenance concepts, methods and procedures
  • Concepts, techniques and tools used in planning, designing and implementing database management systems and related technologies
  • Applicable laws, rules, and regulations
  • Researching, analyzing, and interpreting policies and state and federal laws and regulations specific to functional area
