Position Description
Provides planning, oversight, and high-level technical expertise and coordination for transportation programs involving multiple design and/or advanced building construction projects, construction of transportation systems, traffic operations, maintenance of highways and facilities, or bridge inspection and appraisal in accordance with Department standards. Develops and/or interprets guidelines, regulations, laws, policies and procedures for area of responsibility. Work requires contact with governmental officials, consultants, contractors and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Education: Bachelor's Degree in a related discipline. Relevant experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications
Experience: 5 years transportation design, construction, traffic operations, maintenance, bridge inspection experience. (Experience can be satisfied by fulltime or prorated parttime equivalent) .

Position Description
Provides planning, oversight, and high-level technical expertise and coordination for transportation programs involving multiple design and/or advanced building construction projects, construction of transportation systems, traffic operations, maintenance of highways and facilities, or bridge inspection and appraisal in accordance with Department standards. Develops and/or interprets guidelines, regulations, laws, policies and procedures for area of responsibility. Work requires contact with governmental officials, consultants, contractors and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.
Essential Duties:
- Coordinates with roadway design on schematics and reviews in-house and consultant traffic control plans or traffic projects.
- Directs traffic studies, analyzes traffic data, determines need and prepares plan layouts for traffic projects including signs, signals, illumination devices or traffic data collection devices.
- Investigates and responds to public complaints on traffic signals, signs, railroad crossings, pavement markings, traffic management systems or other traffic related items.
- Oversees and administers contracts for the installation and maintenance of traffic systems and/or traffic data collection devices.
- Oversees and/or monitors Community Traffic Safety Programs and activities involving preparation of the District Highway Safety Plan.
- Oversees the development of short- and long-range maintenance plans and monitors operations to ensure compliance with plans.
- Plans, develops, administers and monitors maintenance contracts and service agreements.
- Responds to complaints and identifies problems regarding traffic signal timing, congestion, operations and assists in developing recommendations for long-term solutions.
- Reviews and revises Plans, Specifications & Estimates and project designs for traffic control devices, signals, signs, markings, detours, traffic control plans, roadway illumination, traffic management systems or Intelligent Transportation Systems (ITS).
- Serves as a liaison with city, county and other governmental and private entities concerning traffic issues and works to establish

Licenses and Certifications:
- Valid US driver's license. This position requires driving a state vehicle.

Physical Requirements and Working Conditions:
- Subject to outside environmental conditions; no effective weather protection
- Subject to hazards-moving vehicles/mechanical parts, high places/heat, or chemicals
- Light work: Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs
- Balancing-walking, standing, crouching on various surfaces without falling
- Reaching-extending hand(s) and arm(s) in any direction
- Standing-prolonged periods of time
- Walking-moving on foot to accomplish tasks: long distance/from one work site to another
- Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
- Talking-expressing or exchanging ideas by spoken words
- Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
