Position Description

Oversees the Department's Value Engineering (VE) Program. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines pertaining to VE Studies. Work requires contact with governmental officials, private entities and/or contractors. Duties also include serving as the Department VE spokesperson, preparing and giving presentations and extensive communication with TxDOT Districts and FHWA. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties:

  • Responsible for the Department's Value Engineering program.
  • Interprets policy relating to Value Engineering.
  • Develops short-term and long-term goals and coordinates planning activities and resources required to meet goals.
  • Acts in an advisory capacity on administrative, technical, regulatory, and engineering aspects of the Value Engineering program.
  • Provides assistance and technical support to districts, divisions and the FHWA in matters concerning Value Engineering.
  • Develops, recommends, and implements modifications as necessary for continual improvement to the Value Engineering program.
  • Develops and/or reviews engineering related documents, correspondence, and reports.
  • Makes presentations and represents TxDOT
  • Develops training courses and/or materials.
  • Chairs or serves as a member of a contract selection team.
  • Negotiates fees and budgets, develops and negotiates scopes of work, negotiates contract work schedules, and negotiates other contract agreements.
  • Reviews contracts and related documents for execution.
  • Develops work orders and other agreements with consulting engineers for Value Engineering workshops and studies.
  • Monitors consultants' progress and work quality; checks invoices and associated documents; prepares supplemental agreements.
  • Monitors contract performance, evaluates contract deliverables, reviews billing documentation, monitors the consultant's compliance with the terms of the contract, and/or prepares and delivers a written evaluation of the consultant's performance.
  • Reviews, processes, and certifies reports developed by consulting engineers.
  • Trains engineering staff.


Minimum Qualifications:

Education: Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS.

Experience:

  • 7 years engineering, transportation engineering, or related engineering experience
  • Experience can be satisfied by fulltime or prorated part-time equivalent.
  • Related graduate level education may be substituted for experience on a year per year basis . Substitutions for Minimum Qualifications


Licenses and Certifications:

  • Valid driver's license. This position requires driving a state vehicle.
  • Licensed Prof Engineer*
  • Safety Impact Certificate


*Professional engineers licensed in another state in the United States , but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

  • Public relations for maintaining effective working relationships with individuals and groups, both internal and external
  • Monitoring the status and progress of projects
  • Developing and giving presentations
  • Communicate effectively


Physical Requirements and Working Conditions:

  • Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
  • Standing-prolonged periods of time
  • Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
