Acts as a lead over the Payroll Unit. Analyze and prepare the Report of Collections (ROC) spreadsheet for deposits. Track all collections from employees on the spreadsheet. Download monthly code 11 report and record all deductions on the spreadsheet. Work closely with Human Resources Section (HRS) to resolve abnormal entries. Maintain uncleared collections for Payroll Accounts Receivables. Act as back up for the processing of over 20,000 warrants per month and distribute over 30 various types of payroll warrants.
Use Financial Information System for California (FI$Cal) on a daily basis to setup new customers and process single payment vouchers to issue refunds. Monitor and verify daily deposit transactions in FI$Cal and make sure they are posted correctly. Assist staff to fix daily errors. Run different FI$Cal reports to validate and reconcile transactions. Match State Controller's Office's (SCO) monthly APO document with existing AR's and complete the worksheet in FI$Cal for partial payment as needed.
Create and maintain good and professional relationships with staff, area offices and external customers. Work with employees to setup payment plan. Serve as a liaison between HRS, all departmental employees on payroll distribution issues and various state control agencies including, but not limited to, SCO, Franchise Tax Board (FTB), FI$Cal, and the State Treasurer's Office (STO). Work with collection agencies and different departments to collect unpaid amount or offset the accounts. Assist staff of RITA-NORTH and RITA-SOUTH desks as needed.
Prepare and send second and third collection letters to employees per State Administrative Manual. Keep track of all communications and follow up as needed. Prepare monthly salary advances, accounts receivable and uncleared collections reports for HRS. Work closely with HRS to clear old items. Prepare claims for Discharge from Accountability on noncollectable accounts and Claims for Reimbursement for salary advances, payroll accounts receivable and dishonored checks from SCO. Assist supervisor in reviewing the work of staff. Help create procedure and train staff as needed.
