Why does the job exist?
The position oversees the Accounts Payable Bureau within the General Services Department (GSD) Administrative Services Division (ASD). It is responsible for planning, organizing, and managing the bureau's operations, including accounts payable, purchasing, contract processing, and customer-vendor relations, ensuring compliance with statutes, regulations, and policies. Reporting directly to the ASD Deputy Director, this role is a key member of the ASD Senior Management Team, providing leadership across GSD. The position requires the ability to develop, analyze, and implement policies and strategic plans while managing multiple priorities and maintaining a high level of service.
How does it get done?
Key responsibilities:
- Supervise six or more professional staff within the Accounts Payable Section, handling HR functions and related paperwork.
- Provide direction and guidance to all GSD divisions, ensuring timely and accurate payment submissions in accordance with DFA policies, state, and federal regulations.
- Ensure timely auditing of payment requests to minimize rejections by DFA.
- Lead strategic initiatives to improve operations, aligning with GSD¿s vision, mission, and objectives.
- Maintain high levels of customer service by processing transactions efficiently and in compliance with relevant statutes, codes
Who are the customers?
This position supports the General Services Department staff and program support team and will maintain an effective working relationship with the Department of Finance and Administration (DFA).
Ideal Candidate
The ideal candidate will have experience in the following:
- CPO certification preferred.
- Rules governing the procurement of state funds, Model Accounting Practices and DFA rules and regulations.
- NM Chart of Accounts and SHARE Financials (FIN)
- Experience in Accounting, Auditing and/or Finance.
- Proficient in Microsoft Office Suite.
- Able to complete assignments with attention to detail and high degree of accuracy in a high volume office setting.
- Strong verbal and written communication skills.
Minimum Qualification
A Bachelor's Degree in any field of study from an accredited college or university and eight (8) years of professional level experience with a light strategic impact directly related to the purpose of the position defined by the agency at the time of recruitment. Substitutions Apply. See Substitution Table below. A hiring agency will designate a portion of the required experience to include management, supervisory and/or specialized experience. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.

Employment Requirements
Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment.
Working Conditions
Work is performed primarily in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Work extended hours and occasional travel may be required. Sitting/Standing, bending, squatting, climbing, and reaching for extended periods of time may be required.
