Why does the job exist?

This position is responsible for the management of the Appraisal Bureau - Property Tax Division. This position will administer and interpret the property tax code, create, edit and develop standard operating procedures. Must have the ability to manage multiple staff members at varies locations, solving complex issues, time management and enforcing appropriate personnel actions.

How does it get done?

This position is responsible for:

* Oversee all governance, risk, and control duties for the agency.
* Participates in the development and implementation of effective policies and practices.
* Supports the development of agency policies, processes and set standards through the Uniform Standards of Professional Appraisal Practice (USPAP).
* Promotes and tracks educational requirements of the International Association of Assessing Officers (IAAO) and statute.
* Managing of county evaluations, valuation protest hearings, appraisal review services, sales ratio study and statewide summary, and providing technical assistance to the county assessors.
* Exercises full management responsibility for the Appraisal Bureau, including recruiting, hiring, training, developing, retaining, evaluating, and setting priorities.
* Managing deadlines and projects for the Directors office.

Ideal Candidate

A Bachelor's Degree in any field of study from an accredited college or university and ten (10) years of professional level experience with a light strategic impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling fourteen (14) years may substitute for the required education and experience.

Minimum Qualification

A Bachelor's Degree in any field of study from an accredited college or university and eight (8) years of professional level experience with a light strategic impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling twelve (12) years may substitute for the required education and experience. A hiring agency will designate a portion of the required experience to include management, supervisory and/or specialized experience. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.

Employment Requirements

Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment. Must be current with all tax reporting/payment. Employment is subject to pre-employment criminal background check to include fingerprint checks and is conditional pending results.

Working Conditions

Work is performed in an office setting, exposure to Visual/Video Display terminal (VDT) and extensive personal computer and telephone usage with extended periods of sitting or standing. Must be able to lift 25 lbs. Occasional but essential working in loud noise areas. Required to frequently meet deadlines with severe time constraints. Frequent multiple demands from several people. In state travel, depending on business needs (not to exceed 30%).
