ECAM (Energy Conservation & Management) develops and implements effective clean energy programs - renewable energy, energy efficiency, alternative fuels, and safe transportation of radioactive waste - to promote economic growth, environmental sustainability, and wise stewardship of our natural resources while protecting public health and safety for New Mexico and Its citizens.

Why does the job exist?

This position exists to implement programs created by Statue (Section 9-SA•1 through 7, NMSA 1978) and the federal Energy Policy Act, Bipartisan Infrastructure Law and Inflation Reduction Act, which provides the basis for the division activities and serves as the division's enabling legislation. The Energy Technology and Engineering Bureau Chief provides supervision of staff and effective
oversight and management of division programs and activities. These programs include advanced geothermal, energy rebates, green buildings {including ground source heat pumps), energy codes,
technical assistance, and ESCO projects.

How does it get done?

-Manage and grow ECAM's Energy Technology Bureau in its existing and emerging responsibilities.
-Manage existing federal grants to include milestones and deliverables by budget category that meet federal mandatory requirements.
-Seek and obtain funding opportunities for programs, projects and activities in alignment with ECAM Strategic Plan.
- Maintain and grow technical knowledge in latest developments in renewable energy, energy efficiency, energy codes and energy storage.
- Participate in implementing statewide climate, energy efficiency and renewable energy goals.
- Write and deliver quarterly reports to the US Department of Energy and US Environmental Protection Agency.

This work ensures ECAM's Energy Technology and Engineering Bureau has effective strategies, staff resources, training and capabilities to achieve program goals for EMNRD's Energy, Conservation and Management.

The ideal candidate should:
- Have experience building and leading teams in complex projects.
- Have experience analyzing, advocating for and implementing policies, bills and programs;
- Familiarity with methods and opportunities for growth in green buildings, geothermal, energy efficiency and security, solar, energy, wind energy and energy transitions;
- Demonstrate superior written and oral communication honed through experience writing grant proposals, presenting technical information in accessible ways, and/or facilitating group meetings;
- Have experience convening and leading groups, especially building consensus and facilitating workshops or meetings with community leaders, subject matter experts, and people with diverse backgrounds and points of view;
- Possess strong interpersonal skills;
- Have ability to guide development and support growth of staff teams; and
- Have experience managing programs, guiding program development and implementation.

Minimum Qualification

A bachelor's degree in any field of study from an accredited college or university and eight (8) years of professional level experience with a light strategic impact directly related to the purpose of the position defined by the agency at the time of recruitment. Employment Requirements

Must maintain and possess a current New Mexico Driver's License.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage.
