The Pest Detection/Emergency Projects Branch (PD/EP) is recruiting to fill one (1) Associate Governmental Program Analyst position located in Sacramento.

Under direction of the Staff Services Manager I (SSM I), the Associate Governmental Program Analyst (AGPA) independently performs a broad range of personnel, administrative, and analytical duties for the PD/EP Branch. The incumbent uses initiative to analyze, develop, maintain, and perform a wide variety of the more responsible and complex technical and analytical assignments involving PD/EP personnel, training, and policy, and must work independently in completing assigned work and complete assignments in a timely and efficient manner.

The incumbent is required to establish and maintain effective working relationships with those contacted during work hours and communicate effectively (orally and in writing, as appropriate) in dealing with clients and other employees, make appropriate decisions and well-thought-out recommendations, and adhere to departmental policies and procedures regarding attendance, leave, and conduct. In addition, maintains consistent and regular attendance and works well under pressure and time constraints. The AGPA serves as a personnel liaison with the California Department of Food and Agriculture (CDFA) Human Resources Branch (HRB) and other divisions and programs as necessary to streamline and effectively manage paperwork flow for a wide variety of operational subjects. Duties include but are not limited to:

• Prepare requests for permanent and seasonal personnel action, compose justifications, duty statements, and organizational charts, then route with appropriate backup documentation to the Human Resources Branch (HRB).

• Create and manage the organizational charts for PD/EP workforce and provide regular updates as needed to management.

• Create job announcements, forward the ECOS electronic copy to the clerical support staff in HRB, and post the position on the CDFA Online Portal.

• Maintain and ensure confidentiality of sensitive HRB requests and issues.

• Manage the job posting in the Exam and Certification Online System (ECOS) including working with the hiring manager in reviewing applications, preparing eligibility documentation, setting up interviews, and completing all hiring documentation.

• Assist Hiring Managers with the ECOS system, which includes support in providing access to and renewal of annual ECOS Security Agreements in coordination with CDFA's ECOS Administrator, serve as the Branch's ECOS subject matter expert.

• Analyze, reconcile, and maintain Position Control Reports received monthly from HRB to track branch allocated positions, in preparation for budgetary drills.

• Analyze, reconcile and maintain the Division Vacancy Report received monthly to track vacancies and job control postings.

• Generate annual personnel projections derived from the Monthly Personnel Cost Tracking data vacancy reports used to compile fiscal tracking of positions and costs.

• Manage electronic folders to ensure all documents are secure and saved in an organized manner following the PD/EP electronic folder and CDFA retention guidelines.

• Research and respond to various administrative inquiries from the PD/EP staff and other divisions within the CDFA, as needed.

Working Conditions

The duties of this position are primarily indoors. The incumbent works in an open office space that is in close range to workstations of the other support staff. The office is equipped with a telephone and a computer with various desktop applications. A printer is located within the immediate workstation area. The office is also equipped with an adjustable roller chair, file bins, cabinets, and various desktops of standard height. Infrequent travel by State vehicle or other public transportation systems to various locations throughout the State may be required. Occasional weekend and off-shift work may be required.

Regular or recurring telework may occur as part of the incumbent's ongoing regular schedule in accordance with the CDFA's Telework Policy.

Department Information
The Pest Detection/Emergency Projects Branch (PD/EP) is responsible for the early detection and prompt eradication of serious exotic agricultural pests. The Branch accomplishes its mission by conducting a statewide trapping program, staffed by county and state inspectors, for exotic insect pests; by implementing special surveys for significant agricultural pests and plant diseases for which traps are not available; and by providing emergency eradication services using the best available technology. The primary objective of the emergency project component is to eradicate incipient infestations of serious agricultural pests quickly and efficiently, thereby preventing permanent establishment and subsequent spread in California.
