Job Duties

The Virginia Department of Health (VDH) is dedicated to protecting and promoting the health of Virginians. The VDH is made up of a statewide Central Office in Richmond and 33 local health districts.

The Office of Procurement & General Services is seeking a dynamic, administrative and office professional to join the team.
The selected candidate will provide critical support services in ensuring that all Procurement activities are done in accordance with the Code of Virginia and the Department of General Services, Division of Purchasing and Supply regulations.

Work towards enhancing operational efficiency and effectiveness. Independently provide procurement-related technical consulting services, individual and formal staff training seminars. Make recommendations for improving procurement and related operations, provide contracting assistance and guidance in all areas of procurement management and grant related contracting services to Central Office, Local Health Department divisions and programs. Will assist with Quick Quotes, manage Request for Proposal (RFP's) and Invitations for Bids (IFB's), and negotiate and award contracts for complex goods and services.

Minimum Qualifications

Working knowledge of Commonwealth of VA procurement policies and
APSPM procedures; familiarity with Federal procurement laws for purchase of
goods and services in compliance with state, federal and grant awards
Ability to analyze data and manage programs, communicate effectively, both
orally and in writing and in training sessions
Considerable experience in public or private procurement
Considerable experience with Microsoft Office Suite
Experience with the Small Purchase Charge Card program and the eVA Security
Officer role

Additional Considerations

Virginia Contracting Officer (VCO), Certified Professional Public Buyer (CPPB),
Certified Public Procurement Officer (CPPO) or Certified Purchasing Manager
(CPM)
