We are hiring a Senior Payroll Specialist to collaborate with HR and Accounting to ensure appropriate actions are taken to compensate employees timely and appropriately. This position is responsible for independently performing routine to complex functions associated with the accurate and timely processing, analysis, reporting and reconciliation of payroll, in accordance with state and federal regulations and agency requirements.

In this position, you will:

• Ensure agency payroll for salaried and wage employees is processed appropriately and confidentially each scheduled pay period, in accordance with established agency requirements and state and federal regulations
• Enter payroll data into Cardinal HCM, the HR/Payroll system, including but not limited to, deduction changes, federal and state tax withholdings, benefit deductions, retirement plan contributions, short-term disability payments, liens, garnishments, and court orders; reconcile input documents against edit reports daily, ensuring accurate data entry and processing
• Maintain accurate and comprehensive records of payroll transactions, supporting documentation, and reports, in accordance with established procedures and retention guidelines
• Perform per pay period, monthly, quarterly, and annual reconciliations as well as year-end payroll procedures to include but not limited to Post-Certification review and analysis, Healthcare reconciliations, out of State tax withholdings, Quarterly Certifications, Virginia Employment Commission quarterly submissions, and calendar year end certification of taxable wages for W-2's and prepare annual tax returns associated with the remittance of W-2's for reciprocal tax states in accordance with established procedures and deadlines
• Interpret state, federal, and payroll regulations related to liens, garnishments, compensation and benefits
• Provide support for internal and external audits

Successful candidates will have:

• Five years of experience processing payroll; equivalent combination of education and experience may be considered
• Previous experience working with Cardinal (PeopleSoft) payroll processes and systems
• Knowledge of generally accepted payroll practices, automated payroll processing; and internal control practices and procedures
• Certified Payroll Professional (CPP) or Fundamental Payroll Certification (FPC) preferred

Work Environment:

• This position works a hybrid schedule, with a few days per week on-site at our office
• Typical office environment with considerable time in a sitting, stationary position
• Must be able to occasionally move about the office to retrieve files and documents
• Constantly operate a computer and other office equipment including typing and keying
