Supporting Future Forward Ohio and other Department initiatives, serves as assistant administrator of the IDEA resource management team to guide and direct services and supports provided to stakeholders:

• Collaborates with Office of Fiscal Administration staff to ensure the alignment of team goals with Future Forward Ohio and other Department initiatives.

• Collaborates with Office for Exceptional Children (OEC) leadership in the planning and coordination of implementation of the Individuals with Disabilities Education Act (IDEA);

• Collaborates with Office for Exceptional Children (OEC) in the monitoring processes, sharing of data and information and coordination of discretionary projects which support the implementation of the Individuals with Disabilities Education Act (IDEA);

• Facilitates the analysis and use of data to inform policy, budget and legislative recommendations to further the mission of the office and Department;

• Makes policy recommendations related to interpretation and/or implementation of federal and state law to improve outcomes and results for children with disabilities;

• Administers state and federal funding for special education [e.g., Individuals with Disabilities Education Act (IDEA) Part B and D monies and entitlements, special projects, research and development projects, and state reimbursement for selected services];

• Provides oversight to the monitoring of local education agency compliance with federal and state laws and regulations applicable to the use of federal and state funds allocated for the education of children and youth with disabilities, including early intervening services for students at-risk for disabilities;

• Oversees development and implementation of guidance, tools, and technical assistance to the field on federal requirements for spending and resource planning to improve learning outcomes for children with disabilities;

• Coordinates and serves as a liaison to other agency offices as it relates to management of federal and state funds, including risk assessment and management for agencies that receive IDEA Part B funds;

• Coordinates efforts within OEC and across agency to include the design and scheduling of monitoring and technical assistance to school districts;

• In collaboration with OEC leadership, oversees development and submission of required federal reports;

• In collaboration with OEC leadership, oversees development, procurement and management of ODEW/OEC sponsored grants, projects and contracted services (e.g., State Support Teams, outreach services, information dissemination);

• Coordinates and communicates with the agency fiscal office and procurement office in regards to agency processes for procurement and fiscal purchasing requirements;

• Coordinates development and training of staff;

• Coordinates with OEC leadership in the development of biennial budget recommendations for office;

• Formulates and delivers presentations.

Unusual Working Conditions: Requires travel throughout State of Ohio and may require overnight stay. (Must be willing and able to secure a valid driver's license OR supply your own transportation.)

Qualifications

Six years of administrative, supervisory, or management experience in one or a combination of the following areas:

  • School finance or grants administration/management
  • Accounting or auditing
  • Special education, special education law, or special education administration
  • Public administration, public policy management, business administration
  • Project Management, contract management, project monitoring/compliance


Preferred qualifications of 3 or more years of work experience in one or a combination of the following areas:

  • Management of federal funds [e.g., federal applications; federal reporting; Comprehensive Continuous Improvement Plan (CCIP)]
  • Responsibility for budgeting large scale programs, projects, contracts and/or grants
  • Experience managing resources to achieve program outcomes
  • Development of tools and technical assistance related to fiscal procedures and requirements
  • Systems thinker with creativity and strong problem-solving skills
