Job Description

Purpose of Position:

Assistant Director of Fire Safety, Emergency Management are to develop, enhance and implement system wide operating models which manage and deliver a premier set of services focused on safety, reliability, regulatory compliance and staff/patient/customer satisfaction and proactively plan for future needs while implementing state of the art preventative safety programs. Each serves at the discretion of the Director of Security, Fire Safety and Emergency Management and may perform tasks as described below and other tasks as requested or required by the Director of Security, Fire Safety and Emergency Management or their designee.

Assistant Director of Fire Safety, Emergency Management are charged with:
  1. Fire and safety
  2. Emergency Management

RESPONSIBILITIES:
  1. Establishes policies for and provides leadership of key departments including, fire & safety & emergency management.
  2. Interacts with department Chief to ensure that the planning, programming, and presentation of the health system safety, fire and emergency management needs are coordinated with the institution's broader safety agenda.
  3. Coordinates priorities, working closely with Gotham's department Chief and Gotham's health centers leadership and executive team to address priorities.
  4. Leads and coordinates the development of Gotham's Safety Plan and annual budget request for projects requiring exceptional resources, develops project plans, justification and cost estimates for integration into the Strategic Plan and presentation to department Chief.
  5. Facilitates space planning and advises administration regarding space allocation policy and decisions.
  6. Represents department Chief in high-level negotiations with state, and city concerning state agency oversight, Safety transactions, zoning, jurisdictional matters, building safety coding.
  7. Represents the department Chief to various government agencies, funding agencies, /or the general public/local communities.
  8. Oversees the fire, safety and emergency management of all facilities.
  9. Manages complex projects involving active and proposed Safety and Fire projects from conception to completion.
  10. Provides leadership and direction in all aspects of administering a strong program of communicating with the health system community that emphasizes customer service and client involvement.
  11. Implements strategies for continuous improvement of health centers Safety and Fire infrastructure, systems, operations, and energy conservation
  12. Establishes and implements short-and long-range organizational goals, objectives, policies, and operating procedures; monitors and evaluates program effectiveness; implements changes required for improvement.
  13. Designs, establishes and maintains staffing and an organizational structure to effectively accomplish the functions of Fire & Safety, Emergency Management, supervises and evaluates departmental staff; directs the implementation of management development skills training, and safety training.
  14. Develops and manages department's annual budgets for the health system and performs periodic cost and productivity analyses.
  15. Recommends and participates in the development of Gotham Health policies and procedures.
  16. Advises department Chief on the funding needs to adequately maintain the physical facilities of the institution, and assists the administration in the allocation of fiscal resources for various Safety improvement and maintenance projects.
  17. Develops integrated Safety capital projects priority listings, programs distribution of state funding for building renewal and replacement cost, and creates short-and long-term strategic plans.
  18. Performs other duties as assigned by the Director of emergency management.
  19. Performs vaccine recovery from Gotham Health Sites when emergency arises.


Minimum Qualifications
1. Master's degree from an accredited college or university in Emergency Management, Disaster Management,
Public Health, Public or Business Administration or a related discipline; and three (3) years of experience in
emergency preparedness planning and management, or environmental and occupational health and safety or
other directly related experience in a healthcare environment; or
2. Bachelor's degree from an accredited college or university in disciplines, as listed in #1 above; and four
(4) years of experience, as described in #1 above.
3. The Federal Emergency Management Agency (FEMA) Independent Study courses IS-100, 200, 700 and
800.

QUALIFICATIONS FOR THE JOB:

CERTIFICATION(S)/LICENSE(S):
  1. Master's degree: Business Administration or a related field or
  2. Minimum of seven (7) years of directly related experience
