The Ohio Department of Health supports a hybrid teleworking model. This position may work a hybrid schedule at the discretion of the manager or supervisor, which will require occasional attendance in the office for training, meetings and other operational needs. Employees must reside within a reasonable distance to their assigned headquarters for compliance with workplace reporting requirements.

The Ohio Department of Health is looking to hire an Attorney 4 in the Office of General Counsel. The Office of General Counsel assists the Director of Health in defining agency goals and objectives by overseeing and coordinating all legal activities for the agency. What You'll Do:

ODH's Office of General Counsel seeks a licensed, experienced attorney to join the team with a primary focus on purchasing, contracts, and grant administration. Expertise in fiscal law - and Ohio statutes specifically - as it relates to government and public administration is highly desirable. Also prized in this role: a talent (and enthusiasm) for teaching that shines in effective technical writing and training design/delivery.

Primary Duties:
  • Provides legal counsel and advice to ODH staff on development/implementation of policies for purchasing, contracts and grants administration

    reviews and provides feedback on existing material
  • Ensures compliance with applicable regulations and/or grant criteria
  • Drafts and reviews requests for proposals (RFP), contracts, grants, and modifications
  • Advises on competitive selection
  • Joins negotiations
Additional Duties:
  • Creates technical standards, specifications, and solicitation documents for competitive bidding; researches and analyzes relevant state requirements
  • Monitors industry trends and state regulations to optimize grant awards and post-award enforcement
  • Fields staff questions, conducts research and provides legal analysis and opinions/recommendations on matters of fiscal law and grant administration
  • Prepares and delivers speeches and training (to staff and/or external groups)
  • Assists senior staff in executing functions (e.g., rule review, contracts) of Loan Repayment Program
  • As assigned, serves as a member of a Disaster Recovery/Business Resumption team, Incident Response Team, or similar public health response team which may include the conduct of operations on a 24/7 basis at remote locations

Qualifications

Admission to Ohio Bar pursuant to Section 4705.01 of Revised Code

AND

12 mos. exp. as licensed attorney

AND

6 mos. exp. in employee training & development.

TRAINING AND DEVELOPMENT REQUIRED TO REMAIN IN THE CLASSIFICATION AFTER EMPLOYMENT:

Completion of 24 credit hours of continuing legal education from accredited programs for applicable two-year reporting period pursuant to Rule X of Rules of Government of Bar of Ohio

AND

Current certificate of registration pursuant to Rule VII of Rules of Government of Bar of Ohio.
