Why does the job exist?

The Program Support Team will be responsible for serving as Subject Matter Experts for Mobile Response and Stabilization Services, Family Peer Support Services, Youth Peer Support Services, High Fidelity Wraparound, and other children's behavioral health services, as assigned. This Team will collaborate with internal and external partners to support behavioral health workforce development through provision and/or oversight of technical assistance and training to community providers. This Team will collaborate with program evaluation efforts to review program outcomes, complete reports, and make recommendations to CYFD leadership. The BHS Program Support Manager will supervise staff to ensure that programmatic, and related contractual requirements are met to include administrative and fiscal activities, tasks, and responsibilities.

How does it get done?

This position serves as the BHS Subject Matter Expert for identified children's behavioral health services statewide and advises leadership on statewide policy recommendations related to programs under its oversight . This position will provide input to requested activities within the department and externally, such as strategic planning; legislative bill analyses; committees and work groups; and program, policy and procedure development.

This position will collaborate with BHS Leadership and CYFD Administrative Services Division (ASD), program staff, and providers in order to:
a. Ensure adherence with all state and federal statutes and regulations and all departmental policies and directives;
b. Ensure timely completion and execution of all relevant program contracts;
c. Provide fiscal oversight and accountability; and
d. Complete program audits and reviews to ensure accountability and compliance.

This position will oversee the outcomes of the children's behavioral health programs it oversees. This position will:
a. Collaborate with evaluation staff to identify outcome measures to be tracked;
b. Oversee performance outcomes for contracted providers;
c. Ensure timely submission of data and outcomes for internal reports, to include Department Performance Measures; and
d. Ensure timely submission and completion of quarterly and annual Program Reports.

Who are the customers?

The purpose of this position is to support behavioral health workforce development through the provision and/or oversight of technical assistance and training to community providers and to serve as a Subject Matter Expert for children's behavioral health services for the State of New Mexico. This includes but is not limited to Mobile Response and Stabilization Services, Family Peer Support Services, Youth Peer Support Services, and High Fidelity Wraparound as well as collaboration with internal and external partners.

Minimum Qualification

A Bachelor's Degree in any field of study from an accredited college or university and six (6) years of professional level experience with a tactical impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.

Employment Requirements

Must possess and maintain a valid Driver's License. Pre-employment background investigation is required and is conditional pending results.

Working Conditions

Business is conducted mostly in an office setting utilizing teleconferencing. Occasionally there may be travel to meet with a community provider. Ongoing usage of computers and telephones is involved in daily responsibilities. Detailed review of numerous documents, information, and content is involved in daily job tasks. Extended periods of sitting is involved in addition to some physical activity, walking, bending, lifting, kneeling, reaching). Must be able to lift 25 pounds.

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required.
