Pay

This position is a nonexempt position at pay grade 218.

Attendance

Non-rotating 40-hour work week, Monday - Friday, 8:00 am - 5:00 pm; must be available to work additional hours as needed.

Overview

The Capital Improvement Program Manager is responsible for the development, administration, management, and monitoring of the City's $700 million-dollar annual Capital Budget. Coordinates with the Director of Management & Budget, Director of Engineering Services, and city-wide Departments to formulate the annual Capital Budget. Assists City executives and Department Directors in collection of information, developing budget proposals and administering the CIP Budget. Presents to City Council and Planning Commission. Develops policies and procedures. Review and approve city-wide capital agenda items. Manages staff engaged in monitoring capital programs to ensure compliance with the budget and debt limitations. Establish debt issuances and debt limitation with the CFO and Director of Finance.

Responsibilities

• Coordinates with the Director of Management & Budget, Executive Director of Public Works, Director of Engineering Services, City Departments, and Planning Commission in the formulation and preparation of the CIP.

• Calculates the City's debt limit with guidance from Finance Department; analyzes financial policy issues and debt and appropriation authority requirements; oversees the preparation of the Capital budget that is transmitted to Engineering Services and Planning Department.

• Communicates with the City's Financial Advisor as necessary.

• Participates in departmental hearings held at the City Planning Commission meetings and makes recommendations; supervises feasibility studies of projects proposed by City Council.

• Directs analysis of projects proposed by City Council members; initiates City Council legislation pertaining to debt authority and appropriation transfers in conjunction with Finance Department.

• Directs placement of loan amount; expenditure abatements; year-end and unused balances; budget overdrafts.

• Plans, assigns, supervises, and directs the activities of Capital Budget staff; engages in the compilation of data relative to the Capital Budget and the examination, evaluation, and control of the City's capital budget; supervises the maintenance of capital budget and all related fiscal records, reports, and CIP project related agenda certification of funds, ensuring the appropriate funds are identified and available.

• Directs the redesign and implementation of an integrated tracking and information management system that will manage capital budget historical data, including appropriation and expenditure history and current year activity for the capital budget

• May be asked to perform other duties as assigned

Qualifications

• Requires bachelor's degree (BA/BS)

• Minimum of 7 years of experience

• Proof of Automobile Liability Insurance

• A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire

Basis of Rating

Application review and the City may also conduct additional skill assessment tests, in addition to the panel interview.
