Under the administrative direction of the Agricultural Labor Relations Board (ALRB) and General Counsel, the Chief, Division of Administrative Services is responsible for the development and implementation of departmental administrative policy, and provides leadership and direction to the ALRB's Senior Management Team to maximize existing funding and operations to fulfill the department's mission.
The incumbent is responsible for providing leadership and oversight to the statewide support services of the ALRB. This includes planning, organizing and directing the functions of Fiscal Services, Business Services, Contracts, Human Resources, Information Technology and Policy Development and Management. These responsibilities have a direct impact on the formulation of departmental fiscal policies, executive decision making, program effectiveness and quality of services provided to the public. The incumbent in this position plans, organizes, and directs the work of multidisciplinary professional and administrative staff; analyzes administrative policies, organizational structure, procedures and practices; and integrates the activities of a diverse program to attain the department's mission and common goals. The incumbent must gain the confidence and support of ALRB's Senior Management Team and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, the Legislature and the two offices within ALRB; analyze complex problems and recommend effective courses of action; prepare and review reports; and effectively contribute to the department's Equal Employment Opportunity objectives.

Demonstrated management and leadership skills to ensure successful performance in an Executive role. Demonstrated experience to communicate effectively, orally and in writing, with representatives from all levels of government, the public, and Legislative and Executive Branches. Demonstrated experience and education in areas such as public administration, business administration, program support operations, budgets or finance. Demonstrated experience resolving a question after gathering the facts and considering all sides of the issue; bringing closure to unresolved conflicts or controversy in a timely manner. Experience in the development, administration and monitoring complex accounting operations through accounting plans, policies, procedures and standards. Strong management skills, particularly in the area of policy and program direction, and the demonstrated ability to facilitate the establishment of priorities. Demonstrated knowledge of the State's human resource management, budgeting, accounting, business services, contracting, and information technology policies and processes. Demonstrated ability to ensure the administrative, fiscal and support services integrity of the department and the ability to implement policies that are consistent with state law and policies. Demonstrated experience in formulating, implementing evaluating and making recommendations to high-level policymakers on administrative fiscal and support services policies having statewide and/or department wide impact. Demonstrated ability to effectively supervise and mentor managers and rank-and-file staff, and help maintain a positive working environment. Demonstrated ability to work collaboratively with executive-level managers to problem-solve and achieve department goals.
