Job Summary

The Civil Rights Data Analyst position is responsible overseeing the data analysis in the Office of Civil Rights and Title IX Compliance (OCR) and coordinating the development of the University's Affirmative Action Program (AAP) for employees, including collection and analysis of data, maintenance of records, preparing statistical analyses, and preparing compliance related reports using Microsoft Excel or related database software. This position reports to the Associate Vice President for Civil Rights and Title IX Compliance and partners with OCR staff members to design, develop, implement and maintain business solutions regarding data management and analysis. This includes database administration, data consolidation, data analysis and management reporting. The Civil Rights Data Analyst utilizes software to generate metrics and develops actionable recommendations and collaborates with various function teams such as marketing, research, and IT to achieve business results. The Civil Rights Data Analyst assists OCR in conducting data analysis services to prepare OCR's annual report, risk and compliance reports for internal stakeholders, the Illinois Preventing Sexual Violence in Higher Education Act annual report, and other reports required by federal, state, or local law

Essential Duties and Responsibilities
  • Organizing and analyzing employment data for the AAP, which includes the collection and analysis of data from HRIS, maintenance or records, and creating reports. Analyzing data quantitatively and qualitatively to identify trends, strengths, and opportunities for improvement in recruitment and EEO initiatives.
  • Developing the University's annual AAP, including the workforce analysis, utilization analysis, and statistical disparity. Communicating the AAP and the requirements of federal and state laws and regulations concerning EEO, affirmative action, and University affirmative action processes to appropriate government offices and to internal stakeholders, including HR, Provost Office, Deans, and Senior Leaders.
  • Organizing, tracking, and documenting the University's good faith efforts in recruiting and hiring minorities, women, veterans, and persons with disabilities.
  • Providing strategic planning to the Office of Civil Rights and Title IX Compliance on data analysis requests and projects, including data analysis related to federal and state reporting requirements, annual reports, and responses to legal actions.
  • Developing queries and analysis for OCR related reports, including but not limited to the OCR Annual Report, the Illinois Preventing Sexual Violence in Higher Education Act report, quarterly risk and compliance reports, NASA 3-year compliance attestation.
  • In administration of OCR's data management, reviews reports before presentation to ensure quality and accuracy, develops and maintains documentation of process for quality assurance and reporting methodology, and defines, develops and communicates new standards and best practices for data management and reporting.
  • Attend continuing education and professional development training and events to ensure ongoing knowledge of OFCCP compliance requirements for AAP.
  • Assisting in occasional event-planning related to affirmative action initiatives, updating OCR's website, and developing fliers/other informational documents related to affirmative action or civil rights data.
  • Represents OCR in various meetings and training sessions across campus relating to affirmative action or civil rights data and serves on committees related to data structure and governance, as necessary.
  • Will perform other duties as assigned.
Minimum Qualifications (education, experience, certifications, skills)
  • Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree; OR appropriate combination of education and experience.
  • 3 or more years data analysis/report writing, or similar experience required.
  • Experience working with confidential information
  • Advanced proficiency in Excel, PowerPoint, and other database management tools/Microsoft Programs
  • Proficiency in the following software applications: Peoplesoft HRMS, Cognos BI, Tableau, PL/SQL, SQL/MySQL/Postgres
Preferred Qualifications (Education, Experience, Certifications, Skills)
  • Knowledge of federal, state, and local equal opportunity and nondiscrimination laws and regulations strongly preferred
  • Experience working with AAP software
  • Experience working with Maxient
  • Advanced skills in data reporting and statistical analyses
  • Experience in higher education setting
  • Master's degree or equivalent degree in a related field
Target hiring range for this position will be between $ 70 ,000 - $ 80 ,000 per year. Offered salary will be determined by the applicant's education, experience, knowledge, skills and abilities, as well as internal equity and alignment with market data.
