Function:

Under the supervision of the Chief Clinical Officer, the Director of Behavioral Health manages the Behavioral Health Department.

Representative Duties:
  1. Oversees the Operational, Administrative, and Clinical Functions of the Behavioral Health Department for all agency site locations
  • In collaboration with the medical director and the two associate directors of behavioral health, manages the operational, administrative and clinical functions of the department's services and programs, inclusive of services provided via telehealth and by staff working remotely
  • Oversees recruiting and maintaining appropriate clinical staffing for the 24-hour emergency behavioral health on-call service that is accessible for all health center patients
  1. Establishes clinical practice standards, and quality of care standards for patient care in the Behavioral Health Department for all agency site locations
  • In collaboration with the medical director and the two associate directors of behavioral health, establishes the department's clinical practice standards for the provision of outpatient behavioral health treatment, and integrated behavioral health treatment and services for adults and adolescents
  • Plans, initiates and maintains quality standards for outpatient behavioral health treatment, and integrated behavioral health treatment and services
  • Plans, initiates and maintains quality standards and immediate access to care, 6 days weekly, for outpatient acupuncture and counseling services
  • Reviews and assures standards for hiring clinical and non-clinical staff in the behavioral health department
  • Sets qualifications and oversees the processes for hiring staff, and credentialing clinical staff
  • Sets qualifications and oversees the processes for onboarding and training new staff, staff supervision, staff performance evaluation and performance management
  • Sets qualifications and oversees the processes for the department's intern and residency training programs
  • Establishes and oversees the implementation of new quality improvement and quality assurance initiatives for the department's programs and services
  • In collaboration with the medical director and two associate directors of behavioral health, assures that appropriate protocols for continuous improvement are established for the department's clinical and non-clinical services, and monitors ongoing compliance with quality assurance and best practice standards
  • Assures integration of behavioral health programs with other health center activities
  • Assures the integrity and continuity of departmental services as the agency further develops telehealth and remote care delivery systems, and / or acquires satellite clinics and spreads geographically
  • Establishes Policies and Procedures that meet best practice standards, and govern the department's compliance with state licensure regulations, HRSA regulations, The Joint Commission accreditation
  • Ensures the department's compliance with all relevant organizational policies
  1. Assumes responsibility for the financial management of the Behavioral Health Department
  • Develops and manages all department budgets
  • Participates in procurement and monitoring processes related to Managed Care, Global Payment, and ACO contracts for outpatient behavioral health care
  • Oversees the department's compliance with payer / funder contracts
  • Oversees the efforts to obtain new funding and assures the continuation of on-going funding
  1. Sets strategic vision for the Behavioral Health Department
  • Supervises the department's leadership / management team
  • Establishes and directs strategic priorities for the behavioral health department that are in alignment with the agency's strategic plan
  • Establishes and provides direction for new service and program development initiatives
  • Plans or oversees the planning for implantation strategies and processes for new service, program, project initiatives
  • Sets goals and objectives for all program services within the department and monitors the achievement of respective goals
  • Participates in proposal development and new project development by joining planning and work groups, contributing text, developing project budgets and operationalizing project objectives in collaboration with Medical, Public Health, Development, Government Relations, Finance and Grants/Contracts
  1. Represents department within external professional community
  • Oversees the department's Department of Public Health, and Bureau of Substance Abuse Services licensure processes
  • Assures ongoing communication and reporting with outside funders such as DPH, BSAS and other city, state or federal funders
  • Participates in statewide associations, area planning groups, and participates in behavioral health care network development.
  • Serves as liaison to outside behavioral health agencies, area schools and community agencies
  1. Participates in Activities Designed to Maintain and Enhance the Quality of the Health Center Wide Programs and Services
  • Serves on Leadership Committee and participates in establishing priorities for health center wide services
  • Serves on Quality Council and participates in establishing priorities for health center wide quality initiatives
  • Serves on Clinical Committee, Data Committee, and other committees or workgroups that are focused on health center wide initiates
  • Services as a Telehealth Lead Champion on health center wide telehealth initiates
  1. Functions as part of Leadership Committee
  • Serves as a member of the Leadership Committee
  • Works with the agency's management team to assure that appropriate clinical care coordination occurs for all interdepartmental programs involving patient care
  • Serves on a variety of committees as appropriate
  • Advises the CCO of any clinical problems and issues which may have significant community or legal ramifications
  • Works with Leadership Committee on strategic planning and overall budgeting for the agency
  1. Provides Supervision to Assigned Staff
  • Hires, trains, supervises and evaluates assigned staff, including the two associate directors of behavioral health, the medical director of behavioral health, and other department managers, coordinators and supervisors
  • Directly supervises the Associate Director of Outpatient Psychotherapy Services, the Associate Director of Integrated Behavioral Health Services, the Medical Director of Behavioral Health, the Behavioral Health Operations Manager, the VRP Manager, the Behavioral Health QA/UR Coordinator, the Coordinator of Behavioral Health Training
  • Provides yearly written evaluations of assigned staff, following organizational evaluation guidelines
  • Makes employment decisions regarding assigned staff within the scope of defined authority and by following established organizational and program guidelines
  1. Provides direct clinical services to clients including clinical assessment and treatment services
  2. Meets Agency Participatory Expectations
  • Suggests and participates in continuing quality improvement efforts
  • Adheres to all organizational and departmental policies and procedures
  • Participates in quality assessment and improvement activities as requested
  • Adheres to the highest principles of patient and client confidentiality
  • Adheres to established safety policies, procedures and precautions; identifies potential or actual unsafe situations in the environment and takes measures to rectify the situation
  • Attends all required meetings, in-services and professional trainings
  • Attends all regularly scheduled research meetings, trainings, forums and pertinent FCH staff meetings
  • Maintains professional competence necessary to perform job responsibilities; maintains and provides agency with records of continuing education activities
  • Serves on agency committees and in professional organizations when requested
  1. Performs related duties as required


Requirements
  • A minimum of Master's level degree in mental health or social services field
  • Independent licensure
  • Work experience with, and interest in, behavioral health issues of the LGBT populations
  • 5-8 years' experience successfully managing multiple behavioral health programs
  • Strong supervisory and management experience
  • Experience working with an ethnically, culturally, and racially diverse work staff required
  • Ability to work harmoniously with diverse groups of individuals required
