Non-Competitive: Seven years of experience in the review, investigation, and/or evaluation of compliance with equal employment opportunity laws, rules and regulations; in the planning, development, implementation, and review of programs dealing with equal employment opportunity, human rights, affirmative action, minority business program coordination, and/or labor relations directly relating to affirmative action; or in the development and administration of programs designed to facilitate minority community access to employment or business opportunities in the public and private sector, including one year of experience at the supervisory level. A bachelor's degree may substitute for four years of the non-supervisory experience. A master's degree may substitute for one year of the non-supervisory experience.

Duties Description The incumbent of this position will assist with assuring equal employment and Equal Contracting Opportunity Compliance, and compliance with non-discrimination statues, regulations, and policies that govern NYSDOT programs and services. They will also be responsible for assuring that contractors, subcontractors, consultants, public and private not-for-profit organizations, and minority, women and disadvantaged businesses doing business with the Department of Transportation and its sub-recipients comply with Federal and State Equal Opportunity statues, rules, regulations, and policies, and Executive Orders governing businesses receiving public funds for goods and services.

The incumbent will:

• Supervise subordinate staff-specifically subcontractor approval unit, review their work for accuracy, completeness, and compliance with program requirements, provide guidance and establish staff priorities.
• Evaluate performance of subordinate staff and provide training in subcontractor approval and Civil Rights Reporting Software EBO, based on updates of NYSDOT Standard Specifications.
• Provide direct oversight, direction, and assistance for civil rights reporting program.
• Ensure contractors and consultants comply with contract provisions for equal employment, training, and minority, women, and disadvantaged businesses enterprise participation.
• Conduct cites audits regularly to monitor and ensure contract and consultant compliance with Federal and State rules and regulations.
• Provide technical assistance to the Engineers-in-Charge, consultants, contractors, and subcontractors to achieve or maintain contractual compliance.
• Work and communicate with NYSDOT departments to evaluate compliance (Design, Construction, Inspection, Traffic Maintenance and Structures).
• Support, assist and train Contractors, Regional Construction and Compliance staff in the use of the Department's Civil Rights Reporting Software EBO.
• Provide Local Program Area with technical assistance to maintain contractual compliance.
• Provide oversight and direction to Consultant Administrator and Design Consultant Administrator to ensure accurate Civil Rights reporting.
• Perform evaluations and approvals for all firms seeking to work on NYSDOR projects.
• Gather and report statistical data and other information as required by FHWA.
• Perform in-depth Federal Compliance Reviews.
• Submit reports for documentation to Main Office as requested.
• Investigate complaints from contractors, subcontractors, and consultants.

Responsibilities may include serving a role within the Incident Command System to support the department's response to regional and statewide emergency situations.
