The North Bexar Area Office, located on the North East side of Bexar County, offers construction project engineering opportunities with a wide range of scopes and manages $1.3B ongoing projects. Annual Salary Ranges:

Transportation Engineer II (B25) - $69,572- $114,099

Transportation Engineer III (B26) - $76,530- $129,430

Transportation Engineer IV (B27) - $84,182- $142,374

This position is for one (1) Construction Engineer II, III, or IV. The Texas Department of Transportation reserves the sole right in determining the level of position based on the applicant's work experience, education, skill level and all other appropriate factors, and based on business needs.

Position Description

Performs highly advanced and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and/or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties:

Transportation Engineer II

  • Assists Area Engineers with construction contract administration matters
  • Oversees construction and audit records.
  • Oversees construction project traffic control plans; periodically reviews traffic control devices with Area Engineers.
  • Oversees contracts, issues work orders and monitors construction schedules and contractor payments and job progress on construction projects.
  • Analyzes and assists in the resolution of contract problems and disputes
  • Conducts pre-construction meetings
  • Reviews engineering related documents, correspondence, reports and remediation plans.
  • Drives/travels to project/work locations to make on-site engineering reviews, analyses, tests and to provide technical support.
  • May serve as a lead worker and the related tasks.
  • Monitors consultants' progress and work quality; checks invoices and associated documents; prepares supplemental agreements.
  • Monitors contractors' compliance with plans and specifications
  • Resolves differences between contractors and inspectors.
  • Reviews PS&E, project designs, shop drawings and field changes for traffic control devices, signals, signs, markings, detours, traffic control plans.
  • Reviews literature, technical data, material specifications and procedures.
  • Reviews shop drawings, plans, specifications, estimates, supplemental agreements and change order requests
  • Performs other job responsibilities as assigned.


Transportation Engineer III

In addition to the duties listed above

  • Reviews change orders, supplemental agreements, memorandum agreements and extra work orders, reviews monthly and final estimates prior to submittal.


Transportation Engineer IV

In addition to the duties listed above

  • Analyzes schedule trends, determines risks and recommends options to management for corrective action for highly complex projects.
  • Chairs or serves as a member of a contract selection team.
  • Conducts final inspections on completed construction projects.
  • Coordinates and/or monitors consultant contracts related projects.
  • Interprets laws, rules, and regulations pertaining to professional services contracting to ensure compliance with Department and governmental regulations.
  • Monitors contract performance, evaluates contract deliverables, reviews billing documentation, monitors the consultant's compliance with the terms of the contract, and/or prepares and delivers a written evaluation of the consultant's performance.
  • Oversees the processing and review of consultant selection documentation, contracts, and related documents through execution.
  • Performs highly advanced and complex planning work such as plan review.
  • Serves as a project manager overseeing consultants performing advanced and complex engineering work.
  • Assists Area Engineers with construction contract administration matters.
  • Conducts pre-construction meetings and public hearings.
  • Reviews engineering related documents, correspondence, reports and remediation plans.
  • Maintains a critical bridge list and coordinates with the Bridge Division, area engineers and other district staff on critical findings involving state-maintained bridges to have them posted, repaired and closed to the traveling public.
  • Recommends prioritization of bridge replacement, bridge rehabilitation and repair of damaged bridges.
  • Reviews shop drawings, plans, specifications, estimates, supplemental agreements and change order requests.


M inimum Qualifications:

Education: Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS.

Transportation Engineer II

Experience: 5 years engineering, transportation engineering, or related engineering experience

Transportation Engineer III

Experience: 6 years engineering, transportation engineering, or related engineering experience

Transportation Engineer IV

Experience: 7 years engineering, transportation engineering, or related engineering experience

(Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis . Substitutions for Minimum Qualifications

Licenses and Certifications:

  • Valid driver's license. This position requires driving a state vehicle.
  • Licensed Prof Engineer*
  • If performing underwater bridge inspections: Must have Open Water Diver certification.
  • For Bridge Inspection: Must have completed a comprehensive training course based on the Bridge Inspector's Training Manual or NICET Level III or IV certification in Bridge Safety Inspection within (1) year of date of hire.


*Professional engineers licensed in another state in the United States , but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.
