TxDOT's Bridge Division is looking for a Bridge Inspection Quality Assurance Engineer based in Austin, TX. This Engineer will help TxDOT ensure the safety of the traveling public, preserve our large financial investment in Texas bridges, meet and exceed the Federal Highway Administration's requirements for states' Bridge Inspection Programs, and help guide the overall direction of the TxDOT inspection program. B25 - 69,572 - 105,000

B26 - 76,530 - 110,000

B27 - 84,182 - 115,000

Position Description

Bridge Inspection Quality Assurance Engineer II - III

This engineer will perform advanced and complex transportation engineering work at Bridge Division in support of the State's bridge inspection program. This engineer will work in a team to perform quality assurance of TxDOT's bridge inspection program to ensure compliance with federal bridge inspection regulations and in accordance with the TxDOT Bridge Inspection Manual. In support of the statewide bridge inspection program, this engineer will lead and manage related initiatives. Work requires contact with governmental officials and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Employees at this level perform work independently on assignments; however all unusual issues are referred to the supervisor.

Bridge Inspection Quality Assurance Engineer IV

This engineer will perform highly advanced and complex transportation engineering work at Bridge Division in support of the State's bridge inspection program. This engineer will work in a team to perform quality assurance of TxDOT's bridge inspection program to ensure compliance with federal bridge inspection regulations and in accordance with the TxDOT Bridge Inspection Manual. In support of the statewide bridge inspection program, this engineer will lead and manage related initiatives. Work requires contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties:

Bridge Inspection Quality Assurance Engineer II-III

  • Ensures compliance with the National Bridge Inspection Standards.
  • Serves as a primary help desk resource for complex technical and policy issues. Researches and responds to technical and policy questions related to bridge inspection.
  • Maintains bridge inspection data; analyzes data and provides summaries.
  • Assists districts with bridge inspection-related matters.
  • Schedules, assigns, and oversees bridge inspection activities.
  • Performs bridge inspections and field reviews.
  • Performs final review, prepares, evaluates, and negotiates contracts with consultants for routine, non-redundant steel tension member, and underwater bridge inspections.
  • Develops standard procedures in conjunction with TxDOT divisions and districts and the Federal Highway Administration.
  • Monitors and follows up on critical inspection findings.
  • Performs other job responsibilities as assigned.


Bridge Inspection Quality Assurance Engineer IV - All of the above plus

  • Assists districts with bridge inspection-related matters and performs bridge and tunnel inspections and field reviews in support of TxDOT's Quality Assurance processes.
  • Develops standard procedures and implements changes in conjunction with TxDOT divisions and districts and the Federal Highway Administration.
  • Chairs or serves as a member of a contract selection team.
  • Develops informal training for others involved in bridge inspection.


Minimum Qualifications:

Education: Mandatory: Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS

Experience:

Bridge Inspection Quality Assurance Engineer II

  • *5 YEARS engineering, transportation engineering, or related engineering experience

    (Experience can be satisfied by fulltime or prorated parttime equivalent)


Bridge Inspection Quality Assurance Engineer III

  • *6 YEARS engineering, transportation engineering, or related engineering experience

    (Experience can be satisfied by fulltime or prorated parttime equivalent)


Bridge Inspection Quality Assurance Engineer IV

  • *7 YEARS engineering, transportation engineering, or related engineering experience

    (Experience can be satisfied by fulltime or prorated parttime equivalent)


Licenses and Certifications:

  • Mandatory: TX Lic Prof Engr
  • Mandatory: Safety Impact Certificate


*Professional engineers licensed in another state in the United States , but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

Substitution

Related graduate level education may be substituted for experience on a year per year basis.

Physical Requirements and Working Conditions:

  • Subject to environmental conditions; protection from weather but not temperature changes
  • Subject to inside and outside environmental conditions
  • Required to wear protective gear - respirator, hard hat, or other devices
  • Sedentary work: Lift up to 10 lbs. at a time and occasionally carry files/small tools
  • Climbing - ascending/descending ladders, stairs, scaffoldings, ramps, etc.
  • Walking - moving on foot to accomplish tasks: long distance/from one work site to another
  • Talking - expressing or exchanging ideas by spoken words
  • Hearing - perceive sound at normal speaking levels; receive information by oral communication
  • Close Visual Acuity - work includes data/figures; view a computer screen; extensive reading
