The Eastland Area Office is searching for a Construction Inspector III to join our team and oversee a variety of construction projects. Our Area office has an extensive list of active projects with more work on the horizon. This position includes getting to work both outdoors as well as in an office environment and will be responsible for monitoring construction activities to ensure compliance with plans and specifications. Due to the various project scopes, the Eastland office offers opportunities to learn and grow within the department and highway construction industry.

Position Description

Inspects construction methods and workmanship to ensure contractors build roadways, bridges, traffic signals and related structures in accordance with plans and specifications; acts as consultant regarding work progress and problem resolution; may serve as the only inspector on a construction project or assist in overseeing construction inspection activities for very large and/or complex projects within a district. Trains others. Responsible to a licensed professional engineer who has full authority for approval of all work. Work requires contact with contractors. May perform material tests and manufacturing process inspections at fabrication sites. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence. Oversees consultant Inspection and Engineering Contracts.

Essential Duties:

  • Ensures prompt notification and/or repair of any deterioration or damage that could be hazardous to the traveling public or more costly to repair if neglected.
  • Performs engineering-related planning, design, data collection, inspections, assessments, analysis, and review activities for plan development by others.

    Reviews construction records, inspection reports and records audits to ensure contractors build roadways, bridges and related structures in accordance with plans and specifications.
  • Mentors and develops technical employees in test and inspection procedures and material specifications.
  • Advises supervisor of inspection activities and problems at plants and assists in coordinating inspections.
  • Analyzes procedures to identify deficiencies and recommends improvements to management.
  • Attends pre-construction meetings and answers questions from contractors and other attendees.
  • Calculates payments due contractors for work completed
  • Consults with Project Engineers, resident project representatives and contractors' superintendents on work progress and construction problems; reviews equipment utilization data and time/cost estimates.
  • Ensures contractors build roadways, bridges and related highway structures and/or airport improvements in accordance with plans and specifications.
  • Handles problem calls from producers, suppliers, inspectors and construction project field personnel.
  • Moves equipment, tools, materials, and products.
  • Interprets plans and specifications and negotiates with producers and suppliers to resolve differences.
  • May assist in planning and coordinating office operations.
  • Monitors project phasing and traffic control plans or airport closure plans and ensures compliance with approved safety standards; inspects barricades; as required moves traffic control devices and barricades.
  • Observes and inspects ongoing construction work.
  • Oversees construction record-keeping activities; recommends payments to contractors; recommends change orders, extra work orders/supplemental agreements; reviews proposed change orders submitted by consultants; prepares reports.
  • Supports district maintenance personnel in charge of district routine maintenance inspections.
  • Prepares and reviews correspondence.
  • Prepares monthly and final estimates.
  • Assists in engineering-related data collection, inspections, assessments, analysis, and review activities for plan development by others.
  • Serves as a lead worker or project leader.
  • Trains and mentors less experienced inspectors on work methods
  • Ensures fabricators build and repair bridges and related non-bridge highway structures in accordance with plans and specifications.
  • Documents work progress and issues arising throughout scope of project.
  • Performs other job responsibilities as assigned.


Minimum Qualifications:

Education: High School Grad or Equivalent in general high school studies.

Experience: 2 years of experience in construction, construction inspection, engineering support, maintenance and repairs, materials or process inspection; or transportation engineering support related experience. (Experience can be satisfied by full time or prorated part time equivalent). Related college education or relevant technical training may be substituted for experience on a year per year basis. Licenses and Certifications: Valid driver's license. This position requires driving a state vehicle.
