The State Water Resources Control Board's Division of Administration Services has an opening for an Associate Governmental Program Analyst in the Business Operations Branch, in the Contracts Section. The position is located at 1001 I Street, 18th Floor, Sacramento, right in the heart of downtown next to light rail stations and other public transportation.

Duties:

Unde r the direction of the Staff Services Manager I and consistent with good customer service practices, the incumbent is expected to be courteous and provide prompt responses to internal and external customers, follow through on commitments, and to solicit and consider internal/external customer input when completing work assignments.

This position performs complex technical and analytical work relating to the review, preparation and development of comprehensive contract and solicitation documents for assigned customers and interacts with all levels of management on contract related issues. Duties include reviewing and analyzing documents submitted by Division/Region/Office (DRO) staff; preparing all contract documents for approval including detailed analysis of scope of work, contract budget detail, terms and conditions, and competitive bid documentation to ensure program objectives are met and the interests of the State are protected; provide feedback in the development of and participate in the delivery of ongoing training classes for the SWRCB staff; and conduct meetings with management and other staff from assigned DRO to provide updates on changes in contracting procedures, forms, laws, rules and requirements.
