Description of Duties:

The Cyber Security Product Team Lead supports the Missile Defense Agency (MDA) on the Integrated Research and Development for Enterprise Solutions (IRES) contract. The candidate will:
• Cyber Security Product Team Lead in the promulgation of policies throughout the organization and ensure they are implementable by the technical teams and meet legal and regulatory requirements.
• Work to understand the needs and concerns of the executive team as they relate to the mission of the organization and work with Lead to present the information security program as a response to these needs.
• Support the IRES contract in the overall management and leadership of Cybersecurity people, processes, and products and services.
• Cyber Security Product Team Lead will lead coordination with mission leaders, ensuring that new security projects have value that will contribute to improved organizational resiliency and productivity.
• Seek out mission leaders to champion new security projects and support ongoing security activities. In doing so, ensure the organization's senior leadership is invested in supporting security changes that will support overall organizational success.
• Assist in establishing/refining an incident response program that can detect intrusions on the network and immediately work to recover from those intrusions. This includes establishing detection, analysis, remediation, containment, recovery, mitigation and post-incident activity including continuous improvement efforts.
• Serve as the Control Account Manager responsible for the Cybersecurity budget and execution.
• Serve as the Functional Manager for all IRES Cybersecurity personnel, to include performance management, assignment rotation and personnel development, training, and education.
• Establish and refine the risk management program in alignment with the mission of the MDA, the war fighters and the business of the program management office to be effective.
• Assist in leading top level support efforts for all Cybersecurity products and services to the IRES Task Orders, Directors, and STIMs.
• Collaborate on the Design, development and implementation of an audit and inspection program to ensure cyber readiness at all times.
• Ensure security is a foundational component of the architectural end state for every design whether business, infrastructure, data or software.

The successful candidate will:
• Have exceptional communication and presentation skills.
• Work closely and collaboratively with other Product Team Leads Lead to identify and implement "Best of Breed" process and flows for the MDA Cyber organization.
• Be able to frame conversations concerning security concepts in business terms to ensure they resonate with executive audiences.
• Be able to speak with team members technically and focus on the specific technical controls that needs to be in place to protect the organization.
• When working with an employee, turn information security into something that is relevant to their role.
• Have a sound understanding of policy development and administration ensuring that both strategic and tactical goals are met.

Basic Requirements:

Must have one of the following combinations of education and experience: HS Diploma (or GED) and 20 years of general experience; Associate's degree and 18 years of general experience; Bachelor's degree and 16 years of general experience; Master's degree and 14 years of general experience.
• Must have 14 years of directly related experience delivering IT and/or Cybersecurity services.
• Must have 3 years of experience working in a management or leadership role.
• Must have, or obtain within 90 days of start date, the CISSP certification.
• Must have 2 years' of experience supporting the MDA.
• Must have an active DoD Secret Security Clearance.

Desired Requirements:
• Have an advanced degree (Masters/Doctorate in Cybersecurity).
• Have working knowledge of Missile Defense System.
• Have demonstrated experience with various project delivery methods and collaborating with a Program Management Office (PMO).
• Have demonstrated leadership skills, a strategic focus to build an engineering/technical services practice, proven ability to strategize for organic internal growth, and the ability to identify, attract, hire, and retain key staff.
• Have a strong understanding and extensive background with various DoD communication systems, IT Service Management/Delivery (ITSM/ITSD), System Lifecycle Methodologies, and Cybersecurity protocols.
• Have experience with best-practice business practices, preparing contract proposals, managing large/small organizations, leading engineering/technical teams, interfacing with matrixed managed organizations, using Earned Value Management (EVM) processes/procedures, and managing organizational risk.
• Have experience in a Project Manager or Lead role on a DoD contract.
• Have experience transitioning an enterprise to Cloud technologies (AWS/Azure).
• Have experience with EVM/managing budgets.
• Have experience in producing or supporting contract proposals.
• Have a current PMP Certification.
• Have a current ITIL v3 or ITIL4 Certification.
• Have experience in the DoD Risk Management Framework (RMF) processes.
• Have experience in the DoD IA Vulnerability Management (IAVM) processes.

This position is expected to pay $186,000 - $211,000 annually; depending on experience, education, and any certifications that are directly related to the position.
