Summary

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This position is for the Deputy Surface Maintenance Manager, Position Description Number D1250000 located in the GA JFHQ DOL-M SMM Office, Marietta, Georgia.

This is a full-time, Excepted Permanent, dual status position which requires Georgia Army National Guard Membership.

Duties

As the Deputy Surface Maintenance Manager, GS-1601-12, you will:

Manage, direct, coordinate, and oversee the ARNG State Surface Maintenance program. Determine goals and develop plans independently or jointly with higher management. Contribute significantly to the determination of resource needs, allocation of resources, and is accountable for their effective use. Make or recommend organizational changes that have considerable impact, such as those involving basic structure, operating cost, and key positions. Consider a broad spectrum of factors when making decisions (or recommendations to higher level management), including such matters as employee relations, labor-management relations, and the effect on other organizations. Coordinate program efforts with other organizations or with National Guard Bureau (NGB) personnel. Assess the impact of the organization's programs on other organizations in the state. Set policy for the organization in such areas as determining program emphasis and operating guidelines. Understand and communicate NGB policies and priorities throughout the organization managed. Deal with human resources management policy matters affecting the entire organization, with personnel actions affecting key employees, or other staffing actions having significant impact. Delegate authority to subordinate supervisors and hold them responsible for the performance of their units.

Plan and schedule work and production to be accomplished by subordinates, set and adjust short-term priorities. Assign work in consideration of employee skills and mission requirements. Exercise significant responsibilities dealing with headquarters' personnel, senior commanders, and staff officers of other units, organizations, and commands. Advise high-ranking management of functions, activities and services provided. Advise, counsel, or instruct employees on work and administrative matters. Make and/or resolve decisions on work problems presented by subordinate supervisors. Develop performance standards. Evaluate subordinate supervisors' work performance and serves as a reviewing official of subordinates supervisors' workers. Improve production or increase the quality of work directed. Interview candidates and recommend appointment, promotion, or reassignment to positions in the unit. Make or approve selections for subordinate non-supervisory positions and recommend selections for subordinate supervisory positions. Hear and resolve employee complaints and refer group grievances, or more serious unresolved complaints, to a higher-level supervisor. Approve expenses comparable to within-grade increases, employee travel, etc. Recommend awards or bonuses for nonsupervisory personnel and changes in position classification. Provide technical supervision for field and sustainment maintenance on surface equipment issued to the ARNG.

Manage all aspects of the maintenance program, to include long- and short-range planning, maintenance training and proficiency, human resources direction, budgeting, etc. Formulate directives, serve on policy boards, serve on financial management committees, etc. Ensure compliance with National Maintenance Program (NMP) business procedures when scheduling and executing sustainment maintenance operations.

Provide technical and administrative advice to the Director of Logistics (DOL), commanders, and various staff officers regarding the surface maintenance programs, fiscal matters, organizational planning, and staffing for all levels of maintenance. Represent the state in major command conferences affecting the maintenance program. Serve as a liaison with Army Commands, the NGB, DOL, Army Depots, etc., in all matters pertaining to maintenance activities.

Plan and establish maintenance policies, programs, and procedures to assure effective support of DoD (Department of Defense) and training mission requirements. Confer with commanders and staff to establish and implement maintenance policies, programs, and procedures. Establish goals, objectives, and requirements for surface maintenance related funds.

Evaluate accomplishment of the surface maintenance program to ensure systems and programs are functioning properly; effective utilization and maintenance of equipment; and that projects are accomplished within established deadlines. Adjust major scheduling of projects, as necessary, to meet changing requirements. Evaluate and ensure that results of equipment surveys and cost feasibility studies for additions or changes in the surface maintenance program are consistent with the latest technical developments and the needs of the state. Responsible for production and maintenance management analysis regarding the effective utilization of resources.

Direct inspections of operating activities to determine the condition of required facilities, the effectiveness of maintenance activities in support of programs, and to ensure coordination between such activities.

  • This is a Financial Management Level Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, subtitle F-financial management, Section 1599d. Incumbent shall comply with the requirements of this certification.

Qualifications

Military Grades: 1LT and above

Compatible Military Assignments: 88A, 90A, 91A, 92A

General Experience: Candidate must possess experience, education, or training which has provided the applicant with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specifications, using test instruments, making computations, and keeping records; experience using computer and automation systems.

Specialized Experience: Candidate must possess at least 36 months experience in applying principles, concepts, and methods of equipment, facility, or service operations sufficient in designing projects or planning assignments; experience using well-established occupational methods and techniques to determine facility, grounds, equipment overhaul, maintenance, restoration, repair needs, printing design layout, etc.; experience working and serving as the contractor representative to ensure compliance with the contract scheduling and sequence of operations; experience coordinating work forces and resources and negotiating with management or clients concerning problems.

Education

Substitution of Education for Specialized Experience: A maximum of 12 months of the required experience may be substituted by successful completion of undergraduate study in an accredited college or university at the rate of 30 semester hours for 12 months of experience. The education must have been in fields directly related to the type of work of the position (i.e. Engineering or Industrial Technology, construction etc.)
