Under the direction of the Undersecretary, the Director of Policy and Compliance, leads and manages all regulatory compliance and quality improvement efforts across the entire California Department of Veterans Affairs (CalVet). This role encompasses oversight of clinical, financial, and administrative compliance, ensuring the agency adheres to all federal, state, and local regulations, and implements best practices in all operational areas. This position is responsible for the strategic development, implementation, and oversight of policies and procedures that guarantee compliance, mitigate risks, and enhance overall organizational performance.

The incumbent exercises broad authority over all aspects of CalVet's operations. This role ensures that CalVet operates in full compliance with all relevant regulations and standards, promotes best practices, and fosters a culture of continuous improvement and excellence in service delivery across the agency.

Knowledge and Abilities
Applicants must demonstrate the ability to perform high administrative and policy - influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:
  • Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department's or agency's Equal Employment Opportunity Program objectives; and a manager's role in the Equal Employment Opportunity Program.
  • Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislature and Executive branches; analyze complex problems and recommend effective courses of action; and prepare and review reports; and effectively contribute to the department's or agency's Equal Employment Opportunity objectives.

These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Comprehensive Knowledge of Regulatory Compliance : Demonstrated understanding of federal, state, and local regulations affecting veterans' services, particularly those developed by the Centers for Medicare and Medicaid Services (CMS), the U.S. Department of Veterans Affairs (VA), the California Department of Public Health (CDPH), and other relevant regulatory bodies.
  • Experience in Policy Development and Implementation: Proven track record in developing, implementing, and overseeing comprehensive policies and procedures for regulatory compliance and quality improvement across large and complex organizations.
  • Strong Leadership and Management Skills : Extensive experience leading and managing diverse teams, setting strategic goals, and fostering a culture of continuous improvement and excellence in service delivery.
  • Strategic Planning and Risk Management : Demonstrated ability to identify areas for improvement, develop actionable strategies to enhance compliance and operational efficiency, and manage risk across various operational domains.
  • Financial Acumen : Knowledge and experience with financial compliance, including developing and managing financial policies, overseeing audits, and ensuring transparency and accountability in fiscal operations.
  • Healthcare Operations Oversight : Experience managing clinical services and operational audits within healthcare settings, ensuring adherence to regulatory and quality standards.
  • Exceptional Communication Skills : Strong writing and public speaking abilities, particularly in representing the agency before legislative bodies, executive management, and other key stakeholders. Ability to develop persuasive program, staffing, and budget proposals.
  • Emergency Preparedness and Response : Experience leading emergency preparedness initiatives, developing continuity plans, and managing responses to ensure organizational resilience.
  • Interagency Collaboration and Stakeholder Engagement : Proven ability to collaborate with other state and federal agencies, non-governmental organizations, and advocacy groups to align policies and support for veterans.
  • Diversity and Inclusion Sensitivity : Understanding and sensitivity to the diverse needs of the veteran population served by CalVet, ensuring inclusive and equitable service delivery.
These qualifications ensure the Director of Policy and Compliance can effectively lead CalVet in maintaining compliance with all relevant regulations, implementing best practices, and enhancing overall organizational performance to serve California veterans and their families.

Examination Information
The results of this examination may be used for 12 months to fill future vacancies for this position.

Your performance in the examination will be compared with the performance of others who take this examination, and all successful candidates will be ranked according to their scores.

  • Describe your experience in compliance and regulatory oversight. Include any relevant qualifications such as a Bachelor's degree in a healthcare field, professional licenses, and your experience in ensuring adherence to federal, state, or county regulations and standards.
  • Provide an example of how you successfully provided oversight and performance monitoring of a complex program or facility. Discuss your approach to address improvement, establish organizational goals, and promote operational efficiencies.
  • Describe your experience in developing and implementing policies. Specifically, address how you have handled the integration of regulatory changes from agencies such as the Centers for Medicare and Medicaid Services (CMS), the U.S. Department of Veterans Affairs, and state-level departments. Include examples of policies you have developed that had a significant impact on operational efficiency and compliance.
  • Discuss your knowledge and experience in conducting evaluations or audits, particularly in identifying regulatory deficiencies and implementing corrective actions. Provide examples of how your audit findings led to improvements in quality of care and compliance with relevant statutes and regulations.
  • Explain your experience with financial compliance and oversight. Provide an example of how you have examined financial business practices to understand if financial integrity and budgetary compliance requirements are being met.
