Summary

The primary purpose of this position is to serve as an Executive Officer assigned to one of four Divisions in the Field Intelligence Directorate (FID), Office of Intelligence and Analysis (I&A), U.S. Department of Homeland Security (DHS).

Individuals selected for these positions will be expected to relocate in FY26 - FY29.

Duties

This position supports Division level administrative, logistical, personnel, travel, and transparency and oversight matters that pertain to FID field locations. The Division Executive Officer (DXO) position is responsible for providing a broad array of administrative and programmatic support to the division and field personnel. The DXO will also support I&A's Transparency and Oversight Program Office by providing training and oversight of field personnel on privacy and civil right and civil liberties matters.

The assignment involves complex problem identification, definition and resolution on a variety of topics, as well as planning and coordination with numerous Federal (including DHS components) and State, Local, Tribal, Territorial and Private Sector (SLTTP) partners. The incumbent supports a wide range of relationship building and intelligence and information sharing activities across a range of homeland security topics and issues.

DUTIES INCLUDE:

  • Serves as the Division's subject matter expert on policies related to administration, logistics, personnel, travel, and transparency/oversight matters.
  • Supports the Division Director in overseeing planning, organization, and direction of I&A FID division activities. Assists the Division Director in monitoring current operations, including daily operations, critical incidents, and planned operations.
  • Implements and assesses strategic plans, objectives, and monitors performance in alignment with the overall goals and priorities of DHS, I&A, and FID. Assesses and reports on performance, operational gaps and risks.
  • Leads initiatives on behalf of the Division Director that requires cross-coordination with other FID divisions and regions to achieve common goals. This includes performing coordinating activities aimed at improving division and regional operations.
  • Coordinates with the I&A Transparency and Oversight Program Office to ensure division awareness and compliance with analysis, collection, engagement and information sharing policies and procedures, and civil rights/civil liberties (CRCL) and privacy laws and regulations; serves as the division point of contact for CRCL and privacy matters.
  • Manages the division tasking program, schedules engagements and meetings for the Division Director and coordinates division and regional visits with headquarters and field staff.
  • Develops and analyzes internal administrative policies and procedures of the Division through independent reviews, coordination with internal and external components, preparation of special reports, and extensive research and analysis.
  • Provides Administrative Support and tracking of logistical needs of the Division, including budget submissions and tracking.
  • Proofreads/edits correspondence and documents for correct grammar, spelling, capitalization, punctuation, and format. Coordinates/forwards correspondence to appropriate office on all staffing correspondence. Aids division and field staffing writing and editing correspondence, drafting memos and preparing communications on the Division Director's behalf.
  • Analyzes routine and non-routine problems encountered and resolves them. Refers deviations, problems, and unfamiliar situations to the supervisor for assistance, as required.
  • Exercises keen judgment in a variety of situations, with strong written and verbal communication, administrative, and organizational skills, and the ability to maintain a realistic balance among multiple priorities. Demonstrates the ability to work independently on projects, from conception to completion, and must be able to work under pressure to handle a wide variety of activities and sensitive personnel and procurement-related matters with discretion.

  • Must be able to obtain/maintain a TS/SCI Security Clearance.
  • This is a Testing Designated Position (TDP) and is covered by the Department of Homeland Security Headquarters Drug-Free Workplace Program.
  • Must be a U.S. Citizen.
  • Overtime may be required in response to a significant event.
  • Overnight Travel of 1-5 nights per month may be required
  • Individual must sign a Mobility Agreement


Qualifications

To qualify for the GS-14 level, you must possess at least one year of specialized experience equivalent to the GS-13 grade level in the Federal service, or comparable experience not gained through Federal service.

You must have one year of specialized experience that has provided the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position.

For this position, specialized experience is defined as supporting ongoing or emerging substantive information sharing and dissemination activities in any established specialty area. Such experience may include conducting a variety of complex assignments within his/her area of responsibility and conducting and directing in-depth research and analysis in support of homeland security. Additionally, such experience could be gained from:

Working with State and Local partners to create and information-sharing environment between them and the National Intelligence/Law Enforcement community.

Additional information

Relocation expenses are not authorized however current I&A employees may be eligible for relocation incentives.

This is a permanent appointment in the Excepted Service and will be filled on a full-time permanent basis. Employees hired under an Excepted Service appointment may be required to serve a two (2) year trial period. This position is classified in the Excepted Service under Title 50.
