Jacobs is seeking an Energy Manager Lead to support the Civil Engineering Operations program at MacDill Air Force Base.

Program Mission:

The Department of the Air Force 6th Contracting Squadron at MacDill Air Force Base, FL has a continuing requirement for base civil engineering services. This includes base operations support, engineering, management, maintenance and repair of facilities and infrastructure systems, construction management, minor construction, emergency management and response, environmental requirements and programs, real property management; material procurement and management, Civil Engineer (CE) deployment training and management and exercise support.

Primary Responsibilities:

The Energy Manager Lead designs, engineer, prototypes and develops projects and frameworks pertaining to energy collection, production, efficiency, transmission, and distribution systems.

Essential Functions:
  • Creates energy models, monitoring consumption of electrical, gas, fuel, HVAC, green energy, or lighting systems to identify areas of conservation and overconsumption.
  • Tracks, evaluates, and studies energy usage metrics from systems and sub-meters for integration into cost and efficiency analysis.
  • Specifies usage patterns and gaps, recommends solutions that contribute towards energy efficiency.
  • Conducts site surveys and inspections to measure environmental and civil impact of given energy projects and determine potential environmental hazards.
  • Reviews architectural or mechanical blueprints to determine feasibility of energy system adoption based on efficiency, economic, or environmental factors.
  • Oversees project completion and deliverables.
  • Tracks budget adherence.
  • Identifies technical and cost risks within the project and implements risk abatement plans to minimize their impact.
  • Coordinates with internal and external teams to achieve project goals and timely and accurate completion Plans, directs, and coordinates activities of the Engineering Operations Department.
  • Provide reports, briefs, updates to Division Vice President (DVP), Government Technology Organization (GTO) as necessary.
  • Provide situational awareness to customer and staff on issues that have safety or mission implications.
  • Attend meetings as required.

  • Work hours are normally 8 hours per day and 5 days per week, Monday-Friday. Regular attendance of scheduled hours is extremely important. Punctuality and regular attendance are necessary. Must have flexibility of workdays to cover weekends if required.

Other Essential Functions:

Required Education / Skills:
  • Bachelor's degree in engineering from a program certified by the Accreditation Board for Engineering and Technology (ABET) (Certified Energy Manager certification preferred)
  • Minimum three (3) years' experience in energy management at a major US Military installation (Air Force experience preferred)
  • Have or obtain WENG 466 Facility Energy Manager provided by Air Force Institute of Technology (AFIT)
