Why does the job exist?
This position functions as the Project Management Office Bureau Chief and a member of the Department of Health's (DOH) Information Technology Services Division (ITSD) senior leadership team. This position provides strategic direction, budget management, and resource management; responsible for setting standards and developing processes for working with both program and ITSD staff to gather business process requirements, translate those requirements into technical definitions for ITSD staff and manage the schedule and communications of implementing new technologies as projects for DOH; possesses a full understanding of state and agency policies, procedures and processes and responsible for improvement of these processes where appropriate; establish methodologies, processes and procedures to procure and implement new projects and enhancements to existing applications. It is essential that the position be accountable for understanding the
Request for Proposal (RFP) process and procedures as well as the overall strategic direction of the DOH. This position has a critical role in managing and improving upon the Project, Program and agency technology investment portfolios, providing guidance to business owners on the health of current projects and analysis to aid in prioritization of business initiatives.

Manage staff in an effective manner (hiring, motivation, retention, performance/rewards assessments, development/corrective actions etc.)
Management of the DOH/ITSD Project Portfolio
Management of professional service requests.
Recognize and effectively act upon key opportunities for task delegation
Work with other IT teams within the DOH and other State government agencies
Responsible for oversight and management of all DOH/ITSD projects which includes working with the Department of Information Technology (DoIT)
Interact with DOH management on needs and projects
Establish division metrics/goals and objectives; report division accomplishments and plans on a regular basis
Vendor Management and Procurement Management for the NMDOH ITSD project portfolio
Define and implement improvement opportunities to standardize and improve operations
Evaluate Risk and Feasibility of business outcomes related to program initiatives
Provide counsel on IT capacity to business leadership and collaboration on project prioritization.

This position supports all of the Department of Health.
Ideal Candidate
Four (4) years' experience leading a group of information technology project managers and business analysts.
Four (4 ) years' experience leading the review of vendor recommendations and proposals.
Four (4) years' providing information technology project management.
Minimum Qualification
Bachelor's degree in Computer Science, Management Information Systems (MIS), Business Administration, or Information Technology and eight (8) years of experience in software development, project management, or systems analysis, with a minimum two (2) years of experience in the PM role. Substitutions Apply. See Substitution Table below. CAPM/PMI-ACP certification may be substituted for one year of experience. PMP/PgMP certification may be substituted for two year of experience.
