THIS IS A STATEWIDE RECRUITMENT. This vacancy is being advertised in Contra Costa County and Sacramento County. The position's headquarters will be in the county nearest to the selected candidate's residence.
The incumbent works under the Branch Chief (HPM III) of the Advancing Community Equity Branch. The Health Program Manager II (HPM II) serves as the Section Chief for the Equity Technical Assistance (TA) Section. The Section Chief functions as a highly skilled team leader and manager, overseeing the equity-related TA to local health jurisdictions, designing, and developing targeted interventions serving underserved and marginalized populations, communicating and strategizing with leadership, providing direction and oversight, and ensuring the accurate and efficient implementation of contracts related to CDPH's equity efforts during the COVID-19 recovery and beyond. The incumbent reviews and utilizes analyses related to equity topics and incorporates these findings into collaborative strategy development and TA provision with local jurisdictions and regions.
Telework is available for this position in accordance with CDPH's Telework Policy and Procedures.

- Demonstrated experience leading, supervising, and managing a multi-disciplinary team.
- Four years of progressively responsible experience in public health program or related work, at least two of which must have been with independent project management responsibility for a significant program.
- Strong administrative skills and experience, especially related to budget development, fiscal management, and contract and grant management.
- Experience managing programs and initiatives that meet the needs of communities, address the social determinants of health, lift up community assets, counter social inequalities, and/or increase health equity.
- Program planning, implementation, communicating recommendations to leadership, and coordination skills.
- Strong computer skills including Microsoft Word, Excel, PowerPoint, Zoom and/or similar programs. (Familiarity with SharePoint and Teams helpful, but not required)
- Solid organizational and customer service skills
