DESCRIPTION

Prepare detailed cost estimates by analyzing plans, specifications, and submitting any details of the construction project for MEP in Bluebeam. Consult with clients, vendors, personnel in other departments, or construction personnel to discuss and formulate estimates and resolve issues. Develop and submit detailed bids and proposals to clients, outlining the scope and costs of the project. Review project data to determine material and labor requirements and prepare itemized lists. Assist in setting up project work plans and scheduling .Analyze and recommend purchases to ensure that they are cost-efficient and of high quality.

Coordinates work crew activities to minimize disruption to building occupants for plumbing, utility work. Including shutdowns for construction and renovation projects of plumbing and piping systems and underground utilities and their associated equipment and components including but not limited to: domestic water, industrial water, chilled water, high temperature hot water, deionized water, gas, steam, compressed air, lab piping, closed-loop systems, water mains, seawater, sewer, and storm drain piping. Work closely with internal and external campus customers to plan and schedule all types of maintenance, installation, repairs and modifications.

Serves as liaison with organization and external agencies regarding safety, access, maintenance, remodeling and construction activities. Monitor plumbing and piping and underground utility work and shutdowns to ensure a safe working environment for all personnel. Provide status updates to internal and external campus customers, communicating work related needs, issues and safety concerns as they arise. Coordinates emergency repairs during and after work hours. Respond to emergency repairs of plumbing and piping systems and underground utilities and their associated equipment and components that threaten campus operations.

Coordinates with multiple units throughout the organization to provide a safe and secure facilities environment. Work with third-party inspection services for plumbing and piping systems and underground utilities and their associated equipment and components following California Building Codes, job site conditions and identified scope of work. Visually inspect and verify that all plumbing and piping system and underground utility project work operates according to design intent and project specifications. Ensure conformance with all appropriate standards including but not limited to Standard California Building Codes, Uniform Building Code (UBC), Uniform Plumbing Code (UPC), applicable fire codes, and Life and Safety Standards. Inspect maintenance materials, processes and work performed on construction, renovation, and installation projects of building plumbing and piping systems and underground utilities and their associated equipment and components. Identify deficiencies and make recommendations for necessary repairs or replacements.

Maintains building related plans and procedures including access controls and security, emergency preparedness, commonly-encountered hazardous materials storage and disposal, crime prevention activities, fire safety inspection compliance and reporting. Assists department leadership with budget development for moves and minor building infrastructure upgrades. This includes assistance with long-term planning and forecasting. Assist in the development of project estimates using proven methods such as computerized and manual systems, historical data, or other accepted building and maintenance trade information. Recommends facilities-related procedures and solutions, taking into account budgets, space allocation, staffing and infrastructure design. Research problems with building plumbing and piping systems and underground utilities and their associated equipment and components. Assist in the development of project scope of work, schedules of required repairs, and project budget and estimates.

Establish and maintain positive and cooperative working relationships with members of the Department and Campus Community. Communicate effectively with people of many diverse backgrounds including students, staff, faculty, and customers. Practice and model the fundamentals of UC San Diego's Principles of Community. Maintain a functional awareness of the typical hazards of the work place as well as the special hazards that may be encountered at UCSD such biohazards, radiation, chemicals, etc. Follow established procedures for dealing with such potential hazards. Be alert to hazardous conditions or materials and report potential violations of OSHA regulations to the Building Operations Manager. Maintain an acceptable attendance and punctuality record and meet deadlines. Effectively perform in a service environment subject to frequently changing priorities.

Uses skills as a seasoned, experienced professional and implements and coordinates building management procedures and space planning activities. Develops space allocation project scope, schedule and budget plans for management review, implements and makes recommendations for new and revised procedures. Oversees various facilities-related operational activities. Has general knowledge about several operational functions. Receives little instruction on daily work, general instructions on new assignments. May function as a lead and resource or supervise support staff (for less than 2.0 FTE).

QUALIFICATIONS
  • Bachelor's degree in related area with progressive experience working with skilled trades within a large scale, commercial Facilities Operations environment such as a University, College, Hospital, Municipality or other large commercial facility; or an equivalent combination of education and experience.
  • Journey level skill through demonstrated experience in the Plumbing Trade. Experience working in the areas of building plumbing and piping systems and underground utilities as they relate to domestic water, industrial water, chilled water, high temperature hot water, deionized water, gas, steam, compressed air, lab piping, closed-loop systems, water mains, seawater, sewer, and storm drain piping.
  • Experience working with underground utilities systems.
  • Experience coordinating utility shutdowns in a large scale commercial facilities environment to minimize disruption to building occupants.
  • Experience conducting preliminary and final assessments on new construction and renovation projects to ensure quality work and compliance with project specifications. Experience recommending appropriate repairs and replacements.
  • Thorough knowledge in the areas of building space planning, codes, capacity, security, fire safety, organization and departmental principles and procedures involved in risk assessment and evaluating risks as to likelihood and consequences. Experience working within and following standard safety regulations, policies, and procedures typical to the trade. Knowledge of building and safety codes, rules and regulations including Standard California Building Codes, Uniform Building Code (UBC), Uniform Plumbing Code (UPC), applicable fire codes, and Life and Safety Standards.
  • Experienced user of standard computer systems and applications including Microsoft Office Suite, Adobe, CMMS (Computerized Maintenance Management System), electronic mail and web based applications commonly used in a facilities management environment.
  • Ability to read and interpret blueprints, sketches, schematics, isometric drawings, plans, specifications, CAD drawings, and technical, verbal or written instruction and guidance by trade practices, manufacturer or underwriter specifications.
  • Knowledge of architectural or engineering concepts. Thorough working knowledge of building and construction, design and California Building Codes.
  • Proven ability to collaborate with contractors, project teams and skilled trades workers and maintain compliance to the agreed-upon scope of work and budget. Demonstrated working knowledge of current project and construction costs and experience with industry standard cost estimating systems.

SPECIAL CONDITIONS
  • DOJ, FBI, and DMV background checks and clearances required prior to hire.

  • Must be able to work in confined spaces, move through limited access spaces and cover distances on foot to widely separated work sites.
  • Must be able to occasionally work at heights up to 30 feet using vertical ladders and/or lifts.
  • Ability to work in morgues, gross anatomy and pathological laboratories where human and animal bodies or parts thereof may be exposed to view of worker.

Pay Transparency Act

Annual Full Pay Range: $67,200 - $119,600 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $32.18 - $57.28

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs.
