Tier 1

Duties and Responsibilities

Note: The following duties are illustrative and not exhaustive. Depending on assigned area of responsibility, incumbents in the position may perform one or more of the activities described below.
  • Supervises the work of one or more crews engaged in any of the following activities: the application of slag to road beds; the maintenance and construction of wooden bridges; the laying of culverts and drain pipes; the building, dismantling, and rebuilding of fences; the patching of paved roads; the cleaning of buildings and grounds; the clearing of rights of way; the installation, repair, and maintenance of water and wastewater lines, meters and force mains; the operation of machines for painting road center lines; the installation and repair of irrigation systems; the planting, care and maintenance of lawns, plants, trees, and shrubs; the application of fertilizers, pesticides, and herbicides; and grafting, plant propagation, and landscaping.
  • Supervises a crew of prisoners, community service workers or work release persons engaged in construction, maintenance or equipment operation.
  • Provides training, guidance, and assistance to subordinates.
  • Helps resolve job related problems; and reviews work for compliance with plans, codes, standards and regulations.
  • Requisitions necessary tools, supplies, materials, and equipment needed for job completion.
  • Maintains operational records and prepares special and routine reports.
  • Enforces the observance of safety regulations pertaining to tools, machinery, vehicles, work areas, and equipment utilized.
  • Operates equipment.
  • Performs other related duties as required.
Job Specifications
  • Knowledge of the procedures, techniques, tools and equipment used in the performance of construction, maintenance landscaping and repair work.
  • Knowledge of appropriate state and local rules, regulations, procedures and safety regulations.
  • Knowledge of the operation and maintenance of construction equipment. Ability to operate appropriate equipment.
  • Ability to work effectively with others.
  • Ability to read and interpret construction drawings to establish grades and set elevations.
  • Ability to plan, organize and supervise the work of others.
Physical Requirements
  • In the performance of the job duties, the employee will work in a variety of outdoor/indoor environments including construction sites roadway maintenance, maintenance shops and natural resource areas.
  • This position will work in all types of weather conditions and environments including but not limited to possible high, precarious places and is exposed to wet and/or humid conditions, fumes or airborne particles, and vibration. The noise level in the environment is quiet to loud.
  • The employee may frequently lift and/or move up to 50 pounds. While performing the duties of this job, the employee is required to stand; walk; use hands to handle, feel or operate objects, tools or controls; reach with hands and arms; sit; climb or balance; stoop, kneel, crouch or crawl; talk, hear; and smell.
Work Category
  • Medium work - Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
Minimum Qualifications Required
  • Graduation from high school or possession of a GED Certificate; AND
  • Two years of experience as a supervisor of a construction, maintenance or landscaping crew;
OR
  • An equivalent combination of education, training and experience that would reasonably be expected to provide the job-related competencies noted above; AND
  • A valid Florida Driver's License or Commercial Driver License (CDL).
NOTES:
  • Some positions within Transportation Maintenance must obtain a valid Florida Class "B" or "A" Commercial Driver's License within the probationary period.
  • Depending on area of assignment, incumbents may be required to possess various professional or occupational licenses or certifications at time of hire or obtain them within a specified period of time after hire.
  • Employees in classifications that require CDL and/or perform job duties that are safety sensitive, will be required to pass a Drug/Alcohol test as a condition of employment, and subject to random drug/alcohol screens in accordance with the US DOT regulations.
Emergency Management Responsibilities

In the event of an emergency or disaster, an employee may be required to respond promptly to duties and responsibilities as assigned by the employee's department, the County's Office of Emergency Management, or County Administration. Such assignments may be for before, during or after the emergency/disaster.

  • Possess the necessary job related license(s) or certification(s).

Employees in this classification that acquire the competencies and minimum qualifications for the next tier will be able to apply for promotional opportunities through a competitive selection process. Employees will not automatically be upgraded to the next tier.
