EXAMPLES OF WORK TO BE PERFORMED:
  • Establish a high standard of conduct and performance for all staff, promote the goals and objectives of administration, and lead by example.
  • Continually monitor field crews and work progress to ensure that the work being performed meets local, state, and federal regulations.
  • Prepare and maintain accurate records related to projects, work orders, and inventory control.
  • Prepare the annual operating budget for water distribution and wastewater collection departments.
  • Establish and extend preventative maintenance and repair programs to extend equipment life, add reliability and dependability to all utility field operation departments and activities.
  • Use hiring, training, evaluation, goal-setting, feedback, and discipline tools to assemble a competent staff that conforms to the highest practical standards.
  • Ensure that all personnel receives adequate safety, operations, and technical training to protect themselves and increase their skills, knowledge and job performance.
  • Coordinate project activities relating to utility construction and pump station maintenance and repair.
  • Prepare, review and update worksite safety programs and procedures to protect the well being of utility field operations staff and the general public.
  • Establish customer complaint response procedures, retain detailed records, and personally respond or intervene in difficult or hostile situations.
  • Understand, conform to, and enforce the policies and directives as established by the Director, City Manager, and City Council.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
  • Extensive knowledge and experience related to the repair, maintenance, and operation of a drinking water distribution, and sanitary sewer collection system.
  • Extensive skill and knowledge of utility construction standards, heavy equipment operation, and utility safety.
  • Ability to communicate effectively with superiors and subordinates regarding directions, planning, evaluations, assignments, and performance.
  • Ability to use a personal computer including e-mail, word processing and preparing spreadsheets.
  • Ability to effectively communicate customer service policies and directives to field operation staff and the general public.
  • Experience in preparing budgets, controlling costs, and maintaining financial records.
  • Extensive knowledge of state and federal rules and regulations for the proper reporting, operation, and maintenance of a drinking water distribution and wastewater collection system.
  • Ability to stay calm and use sound judgment in stressful conditions, including maintaining or restoring quality and quantity of service in all types of weather and conditions.
  • Ability to maintain accurate and comprehensive records to document the performance and capability of the drinking water distribution and wastewater collection systems.
  • Ability to perform duties other than those previously listed as may be required.
  • Valid State of Texas commercial driver's license (CDL).
  • Class B Water Distribution License Issued by the State of Texas.
  • Class III Wastewater Collection License Issued by the State of Texas.
DESIRED TRAINING AND EXPERIENCE:
  • Associates Degree in a related discipline, certified in the operation of both water distribution and wastewater collection by State of Texas Certificates of Competency, and a minimum of ten years of utility experience with at least five years in a supervisory capacity.
  • Evidence of the experience, knowledge, skill, ability, and responsibility necessary to direct and supervise the operations of utility distribution and collection systems.
  • Customer Service Inspector License issued by the State of Texas
  • Backflow Prevention Assembly Tester License issued by the State of Texas.
  • Licensed Irrigator or Irrigation Inspector Certification issued by the State of Texas.

  • Medium work. Exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

  • The worker is subject to both environmental conditions. Activities occur inside and outside.
  • The worker is subject to extreme heat. Temperatures above 100° for periods of more than one hour. Consideration should be given to the effect of other environmental conditions, such as wind and humidity.
