Duties

The Financial Management Analyst applies knowledge and skill in applying analytical and evaluative methods and techniques to issues concerning the efficiency and effectiveness of substantive administrative support functions such as finance and budget to facilitate the operations of ATO Service Units. They provide leadership for highly complex and challenging activities under the minimal direction of a manager. This work affects the daily operations of assigned Service Units.

As a recognized subject matter expert in the principles of financial management, the Federal budget process, and project planning to execute Service Unit objectives. Often asked to develop new policies, procedures, and approaches that take into consideration FAA policies, Government-wide rules and regulations, and external concerns. May create new solutions and policy interpretations as situations require include those policies within the FAA's Acquisition Management System (AMS). Uses experience and expert knowledge of quantitative and qualitative methods and techniques to improvement management and program efficiencies. Performs financial analysis and reporting to include working with budgets from assigned Service Units. Applies experience and expert knowledge of the budgeting process to initiate, plan and conduct the functional activities for assigned projects. Ensures cost effective business solutions and services are implemented and/or validated. Provides guidance and on-the-job training to junior analysts in the area of financial management and the application of policies, regulations, and laws to assigned program areas.

The Analyst monitors obligations and expenditures, appropriations and authorizations, plans and allocations. Conducts requirements gathering, prioritization, and funds certification. Reconciles financial transactions, invoices and discrepancies. Conducts research, studies and trends analyses to anticipate possible deficiencies and determines need to submit requests for supplemental funds. Develops mathematical and/or statistical analyses pertaining to financial management to track and report the status of financial transactions. Prepares monthly, quarterly, and/or interim budget reports.

Utilizes automated tool such as spreadsheets, database software, and cost control systems to track, extract data, and prepare detailed reports and trend analysis to management. Prepares and coordinates budget information for internal management review and decision making. As a principal specialist, develops statistical charts and graphs to clearly articulate trends or to highlight information that leads to data driven decision making.

Contacts are internal and external to AJG. The Analyst represents AJG as a principal point of contact for funds certification and other programmatic issues to other Service Units and FAA lines of businesses. Collaborates with program managers to develop various correspondence, reports and briefings that are used to present background information about ATO programs, including developing a comprehensive understanding of the cost implications. Formulates and recommends to senior management positions on major projects/policies/issues. Prepares, reviews, and recommends approvals of major reports on projects, programs and other work activities for internal and external distribution. Develops briefings to convey strategic vision and/or organizational policies to internal and external audiences.

The Analyst has broad discretion to ensure the alignment of organizational goals and policies and the requirements of the assigned projects. The Group Manager reviews work only at completion for success in achieving planned results. The work activities typically impact directly on the objectives of one or more organizational units, major subdivisions, and/or LOB's/SO's and often impact on the objectives of the FAA.

Qualifications

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I, FG/GS-13 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

Specialized experience is defined as:

-Experience using automated tools to track, extract data, and prepare reports and trend analysis to management.

AND

-Experience applying budget management techniques to recommend cost effective business solutions.
